ORGANIZATIONAL MEETING

An organizational meeting of the City Council of the City of
Janesville, held in the Municipal Building 16 April 1991 at 7:30
a.m.
Council President Collins called the meeting to order.
Present: Council President Collins, Councilmembers Brien, Noll,
O'Leary, Pierson, Schneider and Stehura.
ELECTION OF COUNCIL PRESIDENT
Councilmember Stehura moved to nominate Councilmember Schneider
for the position of Council President, seconded by Councilmember
O'Leary and passed by the following vote: Aye: Council
President Collins, Councilmembers Brien, Noll, O'Leary, Pierson
and Stehura. Pass: Councilmember Schneider.
Outgoing President Collins turned the meeting over to the new
Council President, Schneider.
Council President Schneider established the new seating
arrangement for the Council starting at the president's far left,
Councilmembers Pierson, O'Leary, Noll and Stehura. Starting from
his far right, Councilmembers Brien and Collins.
Election of a Councilmember to serve on the Plan Commission.
Councilmember Stehura nominated Councilmember Collins to the
position on the Plan Commission, seconded by Councilmember
O'Leary and passed by the following vote: Aye: Council
President Schneider, Councilmembers Pierson, O'Leary, Noll,
Stehura, and Brien. Pass: Councilmember Collins.
Council President Schneider appointed himself to the TIF IV Joint
Review Committee.
Council President Schneider scheduled two study sessions to
discuss re-occurring agenda items and community and economic
development on 23 April 1991 at 7:00 p.m. and 7 May 1991
respectively. In addition, he scheduled two non-
renewal/revocation/suspension hearings for Jumbo's Pub, Cronin's
Bar and Hotel, The Cloverleaf Bar, Theodore's, O'Brien's Bar and
TAASBAG, or study session, for 15 May 1991 and 20 May 1991.
Councilmember Collins moved to schedule a special meeting on 18
April 1991 at 5:15 p.m. to consider the non-
renewal/revocation/suspension hearings for the six alcohol
licenses, seconded by Councilmember Brien and passed unanimously.
City Manager Sheiffer scheduled a tour of the old public works
facility site at 3:30 p.m. on 19 April 1991, for any
Councilmembers who are interested.
The Council waived notice to all study sessions and special
meetings, after they were scheduled.
Councilmember Collins requested that the Alcohol Policy Statement
be distributed to all Councilmembers, before the 18 April 1991
meeting.
There being no further business, the Council adjourned at 8:13
a.m.
These minutes are not official until approved by the City
Council.
