12-13-99PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING December 13, 1999 VOL. 50 NO. 23 Regular meeting of the Janesville City Council held at the Municipal Building on December 13, 1999. Council President Stehura called the meeting to order. Present: Council President Stehura, Councilmembers Westphal, Murphy, O’Leary, Brien and Schneider. Absent: Councilmember Noll. Councilmember Murphy led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the Regular meeting of November 22, 1999. Minutes of the Closed Session of November 22, 1999. Minutes of the Special meeting of November 29, 1999. Licenses; and Recommendations of the Alcohol License Advisory Committee. Resolution authorizing the use of paper ballots for the January 4, 2000 Milton School District Special Recall Election. (File Res. No. 99-2491) Council President Stehura stated the Consent Agenda would be approved if there were no objections. There were none. OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. Jose Carrillo, representing the Civil Rights Committee of UAW 95, invited the Council to attend the Martin Luther King, Jr. commemoration being held on January 8, 2000. 2. A proposed ordinance rezoning a portion of land located west of Beloit Avenue and south of Burbank Avenue from R1 to Conservancy received its second reading and public hearing. None one spoke. Councilmember Brien moved to adopt said ordinance, seconded by Councilmember O’Leary. The motion passed unanimously. (File Ord. No. 99-1281) 3. A proposed final resolution authorizing special assessments for engineering services received its public hearing. Attorney Michael Grubb, representing Ryan Brothers, requested that the cost of this project be redistributed. Councilmember O’Leary moved to adopt said ordinance, seconded by Councilmember Brien. The motion passed unanimously. (File Res. No. 99- 2490) 4. Proposed ordinances requiring North Pine Street to stop for Linden Avenue and Deerfield Drive to stop for Midvale (#99-1282) and requiring Plainfield Avenue to stop for Midvale Drive (#99-1283) received their second readings and public hearing. Elizabeth Konkol, representing Washington School, spoke in favor of Ordinance #99-1282. Councilmember Schneider moved to adopt said ordinances, seconded by Councilmember Westphal. The motion passed unanimously. (File Ord. Nos. 99-1282 and 99-1283) NEW BUSINESS 1. A proposed resolution accepting the Janesville Foundation’s commitment of $1,000,000 for the implementation of the Riverfront Strategy and authorizing the City’s intent to commit to matching funds. Councilmember O’Leary moved to adopt said resolution, seconded by Councilmember Westphal. The motion passed unanimously. (File Res. No. 99-2488) 2. A proposed resolution authorizing the City Manager to apply for a Federal grant for construction of the Ice Age Trail included in the River Street parking lot project. Councilmember O’Leary moved to adopt said resolution, seconded by Councilmember Brien. The motion passed unanimously. (File Res. No. 99-2492) 3. A proposed resolution approving an offer to purchase property located at 200 West Milwaukee Street. Councilmember Westphal moved to adopt said resolution, seconded by Councilmember O’Leary. The motion passed unanimously. (File Res. No. 99-2489) 4. Matters not on the agenda. Councilmember Brien inquired about the activity for Rockport Park at the Janesville Mall. Mall management has donated space for a project in which Gary Gandy prints are being sold with a portion of the proceeds being donated to the Rockport Park Playground Fund. Councilmember O’Leary asked for a memo about the City policy requiring dogs on leashes at Rockport Park. Councilmember Stehura expressed concern about a sloping area by the Blue Trail at Rockport Park that the Power Company has cleared. He is concerned that children will use this slope for sledding. Council President Stehura scheduled a closed session meeting after the regular January 10, 2000 Council meeting to discuss the procedures the Council will use for the City Manager’s annual review. Citizen John Sholtes, Falling Creek, arrived late and requested to speak. Council President granted him time. Mr. Sholtes asked questions about the Janesville Foundation’s donation and the possibility of acquiring Adams Roofing. 5. Councilmember Schneider moved to convene into closed session pursuant to Wisconsin Statute Section 19.85(1)(e), for the purpose of deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Councilmember Brien seconded the motion and it passed unanimously.
