A special meeting of the Janesville City Council held at the
Municipal Building on October 27, 1999 at 6:30 p.m.
Council President Stehura called the meeting to order. Present:
Council President Stehura, Councilmembers Westphal, Murphy, O’Leary
(arrived 6:37 p.m.), Brien, Noll and Schneider.
Council President Stehura stated any votes made during the Special
Council meetings to amend the budget would be considered a straw
vote. City Manager Sheiffer reviewed state shared revenue
projections and the expenditure summary with the Council.
The City Council reviewed the following 2000 budgets: City Council,
City Manager, City Assessor, City Attorney, City Clerk-Treasurer,
Finance Department, Personnel Department, Community Information,
Planning, Code Administration, Economic Development, Community
Development (Section 8 Rent Assistance and State & Federal Grants),
Library, JATV. During the review of the budgets, the City Council
asked various questions and requested the Administration to provide
the following information:
Council President Stehura requested information on the number of
downtown façade grants awarded and the associated costs.
Councilmembers Westphal, Noll and Murphy requested that the
Administration prepare a resolution that would increase the cable
TV franchise fee from 2% to 3% and eliminate the access fee on the
Cable bill. Council President Stehura requested information
concerning the fiscal impact of this proposed resolution.
Matters not on the agenda. There were none.
There being no further business, the Council adjourned at 9:13 p.m.
