SPECIAL MEETING

A special meeting of the Janesville City Council held at the Municipal Building on October 6, 1999
at 6:00 p.m.
Council President Stehura called the meeting to order. Present: Council President Stehura,
Councilmembers Westphal, Murphy, O’Leary, Brien, Noll and Schneider.
Review of the General Motors Transportation Plan.
1. John Bieberitz, consultant with
HNTB, reviewed with Council their General Motors Truck Route Corridor Study. The study
examined seven alternative routes with sub options for GM suppliers to use to deliver parts
to the GM plant. The consultants recommended Alternative 6 which involves the
reconstruction of Beloit Avenue as a four lane divided highway, construction of a new
roadway along the southerly edge of the railroad right-of-way and a four-lane roadway going
under the railroad right-of-way into the GM plant. The Council asked various questions for
each alternative concerning traffic count, travel time, neighborhood impact, the proposed
overpass/underpass and project costs. City Manager Sheiffer stated the Council is scheduled
to vote on the preferred route at their October 25, 1999 meeting.
Review of the Storm Sewer Drainage System Plan
2. . Bob Boldt, City Engineer, reviewed
with Council the Evaluation of Flooding Issues report prepared by Strand & Associates, Inc.
and the City’s internal report on this issue. The reports focus on the areas that were flooded
on August 5, 1998. On this date, the City received six to eight inches of rain in a 24-hour
period that exceeded a 100-year frequency event in many parts of the City. City Engineer
Boldt outlined his five-year improvement plan for the proposed areas and the associated costs.
Council asked various questions concerning retention/detention ponds, expanding the five-
year plan to ten years and the cost of the various improvements.
Matters not on the agenda.
3. City Manager Sheiffer stated that the public hearings for the
Senior Center and for the 18-22 South Atwood Avenue rezoning ordinance are scheduled for
the October 11, 1999 Council meeting at 7:00 p.m. and 8:30 p.m. respectively.
There being no further business, the Council adjourned at 8:13 p.m.
