Regular meeting of the City Council of the City of Janesville held in the Municipal building on August
24, 1999
The meeting was called to order by Council President Stehura.
Councilmember Murphy led the Council in the Pledge of Allegiance.
Present: Council President Stehura, Councilmembers Westphal, Murphy and Schneider. Absent:
Councilmembers O'Leary, Brien, Noll.
CONSENT AGENDA
Minutes of the regular meeting of August 9, 1999
Minutes of the closed session of August 9, 1999
Licenses; and Recommendations of the Alcohol License Advisory Committee.
Financial statement for the month of July, 1999.
Council President Stehura stated that the Consent agenda would be approved if there were no
objections. There were no objections.
OLD BUS1NESS
1. Requests and comments from the public on matters which can be affected by Council action.
There were none.
2. A proposed ordinance amending Section 15.01.140 of the Code of General Ordinances of the
City of Janesville to implement an erosion control fee received its second reading and public
hearing. No one spoke. Councilmember Schneider moved to adopt said ordinance, seconded
by Councilmember Westphal. The motion passed unanimously. (File Ord. No. 99-1262)
3. A proposed ordinance amending Section 9.34.080 of the Janesville Code of General
Ordinances of the City of Janesville to increase Police response fee to a false alarm received
its second reading and public hearing. No one spoke. Councilmember Westphal moved to
adopt said ordinance, seconded by Councilmember Schneider. The motion passed
unanimously. (File Ord. No. 99-1263)
4. A proposed ordinance amending the Janesville Code of General Ordinances to increase
planning and zoning fees received its second reading and public hearing. No one spoke.
Councilmember Schneider moved to adopt said ordinance, seconded by Councilmember
Murphy. The motion passed unanimously. (File Rev. Ord. No. 99-1264)
NEW BUS1NESS
1. Councilmember Schneider moved to adopt the recommendation of the Plan Commission
approving the final plat of Pine Ridge Estates Second Addition. Councilmember Westphal
seconded the motion and it passed unanimously. (File Res. No. 99-2456)
2. Councilmember Westphal moved to accept the Council President's appointment of Richard
D. Moore to the Golf Course Advisory Committee. Councilmember Schneider seconded the
motion and it passed unanimously.
3. Councilmember Schneider moved to adopt the proposed preliminary resolution for public
Works Program #3-1999 and schedule a public hearing on September 13, 1999 for the final
resolution. Councilmember Murphy seconded the motion and it passed unanimously. (File

4. Recommendations of the Transportation Committee:
A. A proposed ordinance requiring Saratoga Drive to stop for Holly Drive was
introduced and scheduled for public hearing on September 13, 1999. (File Ord. No.
99-1269)
B. A proposed ordinance chancing the speed limit on Palmer Drive from South Main
Street to East Racine Street to 25 mph year-round was introduced and scheduled for
public hearing on September 13, 1999. (File Ord. No. 99-1270)
C. A proposed ordinance establishing a mid-block crosswalk at the following locations:
1. South Wuthering Hills Drive (Ruger Avenue to Capital Circle)
2. North Terrace Street (Elizabeth Street to Mineral Point Avenue)
was introduced and scheduled for public hearing on September 13, 1999. (File Ord.
No. 99-1271)
5. A proposed ordinance amending the zoning ordinance to regular duplexes in the R1 District
and create a new residential district for duplexes was introduced, referred to Plan Commission
and scheduled for public hearing on September 13, 1999. (File Ord. No. 99-1266)
6. A proposed ordinance annexing property located at the northwest corner of Beloit Avenue
and Avalon Road was introduced and scheduled for public hearing on September 27, 1999.

7. A proposed ordinance zoning property located at the northwest corner of Beloit Avenue and
Avalon Road was introduced, referred to Plan Commission, and scheduled for public hearing
on September 27, 1999. (File Ord. No. 99-1268)
8. Matters Not on the Agenda.
Councilmember Murphy stated that the Janesville Tennis Association was pleased with the
Administration's plan to resurface courts 7, 8 & 9 at Palmer Park in 1999 and 2000.
There being no further business to discuss, Councilmember Westphal moved to convene into
closed session pursuant to Wisconsin Statute Section 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of public funds,
or conducting other specified public business, whenever competitive or bargaining reasons
require a closed session. The motion was seconded by Councilmember Murphy and it passed
unanimously.
There being no further business, Council convened in closed session at 7:23 p.m.
These minutes are not official until approved by the City Council.
