11-30-98PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING NOVEMBER 30, 1998 VOL. 49 NO. 18 Special meeting of the City Council of the City of Janesville held in the Municipal building on November 30, 1998. The meeting was called to order by Council President O~Leary. Present: Council President O'Leary, Councilmembers Westphal, Murphy, Stehura, Brien, Noll, and Schneider. 1. A proposed resolution appropriating funds, authorizing expenditures, and levying a tax therefore by the City of Janesville for the fiscal year ending December 31, 1999. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Noll and passed unanimously. (File Resolution No. 98-2362) 2. Study Session. A. Review of proposed Riverfront Plan. Following a presentation by Ed Freer of JJR Inc., 1 North Pinckney Street, Madison, WI, Council reviewed the proposed Riverfront plan. The plan identified five focus areas including the downtown and the consultants recommendation for redevelopment for each area. During the review, Councilmembers asked various questions of Mr. Freer. B. Review of proposed Economic Development Strategy. Council reviewed the proposed Council Policy statement defining economic development strategy and offered no changes.
