Regular meeting of the City Council of the City of Janesville held in the Municipal building on October
26, 1998.
The meeting was called to order by Council President O'Leary.
Present: Council President O'Leary, Councilmembers Westphal, Murphy, Stehura, Brien, Noll, and
Schneider.
CONSENT AGENDA
Minutes of the regular meeting of October 12, 1998.
Minutes of the closed session of October 12, 1998.
Minutes of the special meeting of October 19, 1998.
Licenses; and Recommendations of the Alcohol License Advisory Committee.
Financial Statement for September, 1998.
Waiver of special assessment procedure for storm sewer, sidewalk, and street lip~at charges for Certified
Survey Map #98062-C.
Council President O'Leary stated the Consent Agenda would be approved if there were no objections.
There were no objections.
(All applications of licenses are on file in the office of the City Clerk and are
incorporated by reference herein and may be examined upon request at all reasonable
times.)
OLD BUSINESS
1. Requests and comments from the public on matters which can be affected by Council action.
Jim Bahler, 404 North Washington Street, addressed Council regarding the police department budget.
NEW BUSINESS
1. A proposed resolution authorizing the City Manager to make an application to the County for an
exemption from the library tax levy.
Councilmember Schneider moved to adopt said resolution, seconded by Councilmember Noll and passed
unanimously. (File Resolution No. 98-2351)
2. A proposed resolution amending the project plan for TIF District No. 8 was inlroduced and referred
to the Plan Commission. Council President O'Leary appointed Councilmember Westphal
to the Joint Review Board. (File Resolution No. 98-2350)
3. A proposed ordinance amending the cigarette and tobacco sales license fee from $5 to $100 was
introduced and scheduled for public hearing on November 9, 1998. (File Ordinance No. 98-1219)
4. Matters not on the Agenda.
There were none.
5. Study Session- 1999 Proposed Police Department Budget.
Council reviewed the proposed 1999 Police Department Budget. During the review, Council-members
asked various questions of Chief Brenner.
6. Closed Session
Councilmember Schneider moved to convene in closed session pursuant to Wisconsin Statute Section
19.85 (1) (e) for the purpose of deliberating or negotiating the purchase of public properties, the
investing of public funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session, seconded by Councilmember Noll and passed unanimously.
There being no further business, Council convened into closed session at 7:58 p.m.
