10-19-98PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING October 19, 1998 VOL. 49 NO. 14 A special meeting of the danesville City Council held at the Municipal Building on October 19, 1998 at 6:30 p.m. Council President O'Leary called the meeting to order. Present: Council President O'Leary, Councilmembers Westphal, Murphy (arrived 6:32 p.m.), Stehura, Brien, Noll and Schneider. 1. City Manapler Sheiffer p_resented an overview of the 1999 proposed general fund revenues and the]~xpenditure Restraint Program. 2. The City Council reviewed the following 1999 budgets: Cit,/ Assessor, Parks, Recreation, Ice Arena, Solid Waste Collection, Solid Waste Disposal, Recycling, Snow Removal and Information Systems. During the review of the budgets, the CityCounc~l asked various questions and requested the Administration to provide tee following information: Councilmember Brien requested a detailed analysis of concession revenue for 1998 and 1999. He is concerned with the Lessee's recordkeeping practices used to account for concession revenue. In addition, he asked for information on whether the playground program at defferson Park had been deleted from the 1999 budget. Councilmember Brien questioned the need for the DTN weather service included in the Snow Removal budget. He requested that the Administration explore using the Internet instead of purchasing th~s service or to connect with the County Higi'iway Department system. Councilmember Stehura asked the Administration to prepare a memo explaining their strategy of placing computer software on individual personal computers instead of the file server. 3. Matters not on the agenda. Council President O'Leary canceled the October 22, 1998 and October 29, 1998 budget stud,/sessions. In addition, he requested that the proposed police department budget 1Se place~:l on the October 26, 1998 Council agenda.
