A Resolution amending the City of Janesville Polling Place Plan to authorize the
relocation of the First Lutheran Church Polling to the Craig Center on the Rock
County 4-H Fair Grounds through December 31, 2027
WHEREAS, the City Clerk of Janesville is responsible for administering elections in
accordance with Wisconsin law; and
WHEREAS, First Lutheran Church has served as a polling location for Wards 26, 27,
and 28, and on certain election dates for Wards 30 and 31; and
WHEREAS, the Flooding on April 17, 2026, caused considerable damage to First
Lutheran Church, causing the building's closure for the indefinite future and, as such,
unusable as a polling place; and
WHEREAS, the current situation requires voters to be relocated, and the Craig Center at
the Rock County Fairgrounds is close by and provides sufficient space and
accommodations with adequate voter access, parking, accessibility, safety, and election
administration; and
WHEREAS, Wisconsin Statutes require municipalities to establish polling places at least
30 days prior to an election and authorize the designation or temporary relocation of
polling places upon approval by the governing body.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Janesville, that it hereby assigns the City wards to the following polling places for the
2026 Partisan Primary (August) Election and the 2027 Spring Primary Election
(February):

BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that it
hereby assigns the City wards to the following polling places for the 2026 General
Election (November) and the 2027 Spring Election (April):

The City Clerk-Treasurer is authorized and directed to take all action necessary to
implement this temporary polling place relocation, including but not limited to:
1.Providing all notices required by Wisconsin law;
2.Updating election-related publications, websites, and voter information materials;
3.Notifying affected voters of the temporary polling place change;
4.Coordinating facility use, election equipment, staffing, accessibility
requirements, and security measures at the Craig Center.
This authorization shall remain in effect through December 31, 2027, solely for the
election dates listed in this resolution unless modified or rescinded by subsequent
action of the City Council.

SUBJECT: Request to waive the rental fee
Due to the flash flooding of April 17, 2026, First Lutheran at 612 N Randall Ave was deemed a long-term
1st floor loss. The numbers keep rising for the amount of money required just to reoccupy, let alone
rebuild. The church has a long way to go before they can host the community for future elections.
That polling site has few options in the area to serve the number of voters that appear there and from a
PR standpoint, the Craig Center building makes the most sense.
The City of Janesville Clerk Lorena Stottler has made this request to use the Craig Center as a temporary
polling place. Rock County Administrator John Light and County Clerk Lisa Tollefson both support this
for a temporary polling place.
Breakdown:
half day, Craig Center = $300 X 8 = $2,400
Full day Craig Center = $600 X 4 = $2,400
Security Deposit = $200
Total fees request waived= $5,000
1.August 11, 2026 (wards 26-28 & 30-31 and about 6,500 registered voters)
2.November 3, 2026 (wards 26-28 and about 4,200 registered voters)
3.February 16, 2027 (wards 26-28 & 30-31 and about 6,500 registered voters)
4.April 6, 2027 (wards 26-28 and about 4,200 registered voters)
They need half day the day before and the day after. For a total of 8 half days
