RESOLUTION NO. 2026-2447
A resolution recognizing Kevin M. Lahner for his loyal and conscientious service to the
City of Janesville as City Manager.
WHEREAS, Kevin M. Lahner was appointed City Manager in May 2023 and will conclude his
service to the City of Janesville at the end of May 2026; and
WHEREAS, during his tenure, Mr. Lahner provided steady leadership, strategic direction, and a
commitment to organizational excellence that strengthened City operations and advanced key
community priorities; and
WHEREAS, under Mr. Lahner’s leadership, the City successfully completed and opened the
Woodman’s Sports and Convention Center, a transformational regional asset that positions
Janesville as a premier destination for youth sports, community events, and economic activity;
and
WHEREAS, Mr. Lahner led the City’s acquisition of the long‑neglected General Motors/JATCO
site, a historic milestone that enables the community to reposition this legacy property for the
next century of prosperity, growth, and reinvestment; and
WHEREAS, the City celebrated the opening of the reconstructed Palmer Wading Pool, an
investment that blended modern amenities with beloved community traditions and enhanced
recreational opportunities for families; and
WHEREAS, under Mr. Lahner’s leadership, the City opened a new near-site employee health
center, providing approximately 1,400 eligible City staff members and dependents with
accessible, high‑quality primary care, occupational health services, preventive care, lab
services, medication dispensing, and a wellness‑focused care model that strengthens workforce
health and improves long‑term cost management; and
WHEREAS, during his tenure, Mr. Lahner advanced substantial community and economic
development initiatives, including the completion and expansion of the City’s Innovation Park,
the development of well over one million square feet of new industrial and commercial space,
and the approval of TIF district extensions designed to support new and affordable housing; and
WHEREAS, Mr. Lahner supported new housing opportunities through key partnerships and
strategic investments, including collaboration with Habitat for Humanity and progress on the
City’s 2400 Beloit Avenue housing project, helping broaden access to diverse and attainable
housing options; and
WHEREAS, Mr. Lahner strengthened community partnerships through his service on the United
Way Blackhawk Region Board of Directors and the Children’s Museum of Rock County Board,
demonstrating his commitment to civic engagement and regional collaboration; and
WHEREAS, during his tenure, Mr. Lahner helped advance major community projects by
facilitating City support for the Boys & Girls Club of Janesville and the Children’s Museum of
Rock County, enabling both organizations to move forward with new facilities that will expand
educational, social, and developmental opportunities for children and families; and
WHEREAS, Mr. Lahner’s leadership, professionalism, and dedication to public service have
contributed to making Janesville a strong, vibrant, and forward‑looking community;
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Janesville
hereby presents this commendation to Kevin M. Lahner, expressing sincere appreciation for his
loyal and conscientious service to the City of Janesville.
