RESOLUTION NO. 2026-2435
A resolution recognizing Paul Williams for his loyal and conscientious service to the City
of Janesville as a City Councilmember.
WHEREAS, Paul Williams has most recently served the City of Janesville from 2016 to 2026 as
a member of the City Council; and
WHEREAS, Mr. Williams additionally served as a member of the City Council from 2000 to 2008,
during which he held the position of Council Vice President from 2002 to 2003 and Council
President from 2003 to 2004; and
WHEREAS, as a member of the City Council, Mr. Williams also served on the Parks and
Recreation Advisory Committee, Plan Commission, Alcohol License Advisory Committee, City
Council Audit Committee, Library Board of Trustees, Transportation Committee, and the Oak
Hill Cemetery Advisory Committee; and
WHEREAS, during his second tenure, the City Council accomplished numerous initiatives,
including the construction of the Woodman’s Sports and Convention Center, the acquisition of
the former General Motors/JATCO properties, the hiring of City Manager Kevin Lahner, the
approval of TIF district extensions to support new and affordable housing, the reconstruction of
the Palmer Wading Pool, and the replacement of lead and required iron water service laterals to
protect public health; and
WHEREAS, during his tenure, Mr. Williams contributed to major community investments,
including the sale of City lots and funding allocation to the Boys and Girls Club of Janesville for
the construction of a new facility, allocating funding for the new Children’s Museum of Rock
County, substantial economic development efforts including the expansion of the City’s
Innovation Park, the completion of major downtown revitalization projects such as the East and
West Milwaukee Street reconstruction, Festival Street, the Town Square, and the Janesville
Transit Transfer Center, as well as securing grant funding for the replacement of all 17 Janesville
Transit buses; and
WHEREAS, Mr. Williams has been an active and dedicated volunteer for the City of Janesville,
contributing countless hours to Parks and Recreation Division community events and providing
extensive volunteer service at Oak Hill Cemetery, where he was instrumental in the chapel
reconstruction and continued grave and grounds maintenance; and in recognition of his
exemplary service, Mr. Williams was named the 2024 Parks and Recreation Volunteer of the
Year; and
WHEREAS, Mr. Williams’ integrity, selflessness, and dedication to the community and its
residents characterized his service and contributed to making Janesville a vibrant and diverse
community; and
WHEREAS, Mr. Williams performed the duties of a City Councilmember with exemplary
commitment, honesty, and humility.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Janesville presents
this commendation to Paul Williams in sincere appreciation for his loyal and conscientious
service to the City of Janesville.
