A resolution recommending that City-owned property at 101 Rockport Road be
designated as parkland, directing that the property be zoned as “C-Conservancy” as a
part of the Janesville Zoning and Subdivision Code Rewrite.
WHEREAS, the City of Janesville owns the property located at 101 Rockport Road; and
WHEREAS, the property was acquired for the purposes of removing blighted structures,
enhancing public access to the Rock River, and accommodating a future paved bike trail
extension along the riverfront; and
WHEREAS, the property is classified as a brownfield with residual soil and groundwater
contamination; and
WHEREAS, in May 2025, the Parks and Recreation Advisory Committee recommended
that the property be designated as a City park; and
WHEREAS, the City is currently completing a comprehensive Zoning and Subdivision
Code Rewrite, including a citywide remapping process; and
WHEREAS, zoning the property as “C-Conservancy” as part of that remapping process
would effectively align its zoning classification with its use as parkland, supporting passive
recreational uses and preserving open space;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Janesville
that the Council recommends that the City-owned property at 101 Rockport Road be
designated as parkland, directing that the property be zoned as “C-Conservancy” as a
part of the Zoning and Subdivision Code Rewrite, subject to the required review and
adoption process for the updated Zoning Map, Zoning Ordinance, and Subdivision
Ordinance.
