A resolution authorizing a General Fund supplemental budget appropriation for calendar
year 2026 for General Government, Public Safety, transfer unrestricted General Fund
balance to the Capital fund, and contingency.
WHEREAS, the Common Council of the City of Janesville adopted a General Government budget
totaling $5,724,236 for calendar year 2025; and
WHEREAS, such budget is expected to be exceeded by $146,800 due to consultant fees, outside
attorney fees, and information technology purchases in 2025; and
WHEREAS, the Common Council of the City of Janesville adopted a Public Safety budget totaling
$29,280,827 for calendar year 2025; and
WHEREAS, such budget is expected to be exceeded by $1,047,266 due to Fire Department
overtime costs exceeding budget in 2025; and
WHEREAS, the Common Council of the City of Janesville adopted a Public Works budget totaling
$9,423,095 for calendar year 2025; and
WHEREAS, such budget is expected to be underspent by $577,000 due to lower snow removal
costs than budget in 2025; and
WHEREAS, the City Council, through the 2026 budget adoption, elected to use general fund
balance to fund certain capital expenditures in 2026; and
WHEREAS, the City Council, through action on October 13, 2025, elected to use general fund
balance to provide $500,000 in assistance to the Boys & Girls Club of Janesville; and
WHEREAS, the Public Works under spent budget is reappropriated by the City Council to cover
overspending in other budgets in an amount not to exceed five hundred and seventy-five
thousand dollars ($575,000); and the General Fund supplemental budget appropriation is an
amount not to exceed one million, five hundred thousand dollars ($1,500,000) for the following

WHEREAS, the General Fund supplemental budget appropriation is designed to remain under
the City’s Expenditure Restraint Program (ERP) limit for 2025 and maximize the City’s budgetary
increase applicable to the ERP limit for 2026;
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Janesville finds
that it is in the best interest of the City of Janesville to provide for and authorize the reallocation
of Public Works budgeted funds and a General Fund supplemental budget appropriation for
calendar year 2025 for General Fund spend down, and contingency; and
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that it hereby
authorizes a Public Works budget transfer to be made in an amount not to exceed five hundred
and seventy-five thousand dollars ($575,000) and supplemental budget appropriation from the
General Fund Undesignated Balance to be made in an amount not to exceed one million, five
hundred thousand dollars ($1,500,000) for calendar year 2025 for General Government, Public
Safety, transfer unrestricted General Fund balance to the Capital fund, and contingency; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever other
actions or to make whatever other minor changes to that may be necessary to effectuate this
budget amendment that ensures the intent of the City Council.
