RESOLUTION NO. 2026-2417
A resolution authorizing the City Administration to expend funds to purchase two solid
waste collection vehicles.
WHEREAS, the timely replacement of equipment that has reached or exceeded its expected
useful life is essential to maintaining uninterrupted and efficient services for residents of the City
of Janesville; and
WHEREAS, the Department of Public Works Operations Division is responsible for the efficient
and effective collection of waste and recyclable materials from residences within the City, and a
reliable and functional fleet of automated waste collection vehicles is necessary to provide these
essential services; and
WHEREAS, the City’s existing fleet of automated waste collection vehicles includes units placed
into service in 2016 and 2020 that have reached the end of their expected service life; and
WHEREAS, once ordered, waste collection vehicles typically require approximately one year for
build-out, delivery, and placement into service, making timely authorization critical to
maintaining service continuity; and
WHEREAS, the 2026 Vehicle Operation and Maintenance (VOM) Equipment Replacement
Schedule includes the replacement of two waste collection vehicles to support ongoing
sanitation operations; and
WHEREAS, the total estimated cost for the purchase of two waste collection vehicles is not to
exceed Eight Hundred Eighty-Eight Thousand Dollars ($888,000), to be funded through
borrowing in the Sanitation Fund and included in the City’s 2026 General Obligation Note Issue;
and
WHEREAS, staff anticipates that the final net cost will be within the authorized amount,
including consideration of resale proceeds from the existing equipment.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Janesville that
they hereby approve and authorize the City Administration to expend funds not to exceed
$888,000 for the purchase of two waste collection vehicles in accordance with the 2026 VOM
equipment replacement scheduled:
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that this
authorization commits the Common Council to include $888,000 in the 2026 tax exempt
obligation promissory note issue for this purpose as permitted by the Internal Revenue Code of
1986. This declaration of official intent is consistent with the budgetary and financial
circumstances of the City. The purpose of this Resolution is to satisfy the “official intent”
requirement of the Treasury Regulation Section 1.150-2.
