RESOLUTION NO. 2026-2412
A resolution authorizing the City Administration to expend funds for the renovation of
the Peace Park Playground.
WHEREAS, the wooden “teepee” playground structure at Peace Park was completed in 2002,
modeled after Camden Playground at Palmer Park, and was designed to be ADA-compliant,
including poured-in-place rubber surfacing to accommodate users of all abilities; and
WHEREAS, after more than two decades of heavy use and thousands of visits, the Peace Park
Playground has reached the end of its useful life and requires substantial renovation to continue
serving the community safely and inclusively; and
WHEREAS, in 2025, City staff worked with Play By Design (PBD) to evaluate the current play
structure; PBD served as project designers and managers on the original playground build and
also led the Camden Playground renovation in 2015; and
WHEREAS, the City intends to contract with PBD to lead the renovation project, leveraging
PBD’s prior experience and familiarity with the Peace Park Playground; and
WHEREAS, the renovation scope includes preserving the main “teepee” structure and adjacent
main decks; covering remaining wooden areas with plastic extruded lumber to extend lifespan;
and removing and replacing wooden areas and swing bays that have exceeded their useful life
with plastic extruded lumber and metal components; and
WHEREAS, all existing poured-in-place rubber safety surfacing will be removed and replaced
with new rubber surfacing to maintain ADA accessibility and current safety standards, with an
overall project cost of $650,000; and
WHEREAS, in order to complete the Peace Park Playground renovation in 2026, capital costs
of $650,000 will need to be incurred prior to the 2026 Promissory Note Issue;
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that
they hereby approve and authorize the City Administration to expend funds not to exceed
$650,000 for the renovation of the Peace Park Playground; and
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that this
authorization commits the Common Council to include $650,000 in the 2026 tax exempt
obligation promissory note issue for this purpose as permitted by the Internal Revenue Code of
1986. This declaration of official intent is consistent with the budgetary and financial
circumstances of the City. The purpose of this Resolution is to satisfy the “official intent”
requirement of the Treasury Regulation Section 1.150-2.
