2026-24113 RESOLUTION NO. 2026-2411 A resolution authorizing the City Administration to expend funds to make improvements to and replace equipment at Riverside Golf Course. WHEREAS, Riverside Golf Course is a city-owned public amenity that contributes to community recreation, tourism, and local economic activity; and WHEREAS, the sand bunkers have deteriorated due to age, lack of proper drainage, and clay contamination, resulting in diminished playability, safety concerns for patrons and increased staff time for maintenance; and WHEREAS, industry best practices for bunker renovations include improving subgrade, providing proper drainage, and replenishing with USGA-compliant sand to ensure consistent performance; and WHEREAS, in 2025 a golf course contractor completed the greenside sand bunker renovation project, which was well received by course users; and WHEREAS, in 2026 the City desires to contract with the same contractor to renovate the fairway bunkers, at a cost of $285,600; and WHEREAS, golf course equipment needs to be replaced on an annual schedule to ensure consistent performance and reduce lifecycle costs; and WHEREAS, in 2026 a Toro Rough Mower ($90,000) and kitchen equipment ($10,000) will be replaced; and WHEREAS, in order to complete the sand bunker renovation prior to summer tournaments and outings, and receive equipment for the 2026 golf season, capital costs at $385,600 will need to be incurred prior to the 2026 Promissory Note Issue; NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that they hereby approve and authorize the City Administration to expend funds not to exceed $385,600 for improvement to and the replacement of equipment at Riverside Golf Course; and BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that this authorization commits the Common Council to include $385,600 in the 2026 tax exempt obligation promissory note issue for this purpose as permitted by the Internal Revenue Code of 1986. This declaration of official intent is consistent with the budgetary and financial circumstances of the City. The purpose of this Resolution is to satisfy the “official intent” requirement of the Treasury Regulation Section 1.150-2. 4 ADOPTED: APPROVED: Kevin M.
