time for maintenance; and
WHEREAS, industry best practices for bunker renovations include improving subgrade, providing
proper drainage, and replenishing with USGA-compliant sand to ensure consistent performance;
and
WHEREAS, in 2025 a golf course contractor completed the greenside sand bunker renovation
project, which was well received by course users; and
WHEREAS, in 2026 the City desires to contract with the same contractor to renovate the fairway
bunkers, at a cost of $285,600; and
WHEREAS, golf course equipment needs to be replaced on an annual schedule to ensure
consistent performance and reduce lifecycle costs; and
WHEREAS, in 2026 a Toro Rough Mower ($90,000) and kitchen equipment ($10,000) will be
replaced; and
WHEREAS, in order to complete the sand bunker renovation prior to summer tournaments and
outings, and receive equipment for the 2026 golf season, capital costs at $385,600 will need to be
incurred prior to the 2026 Promissory Note Issue;
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that they
hereby approve and authorize the City Administration to expend funds not to exceed $385,600 for
