ville City Council has been called for Tuesday, 11
November 1980, at 3:30 P.M. in the Council Chambers of
the Municipal BuilGing, Janesville, Rock County,
Wisconsin, for the purpose of continuing discussions on
the "General City" Budget for 1981. (The meeting will
probably run until 7:30 P.M. A light lunch will be served.)

SPECIAL MEETING

Special meeting of the City Council of the City of Janesville, held in the Municipal
Building 11 November, 1980 at 3:30 p.m.
Present: Council President Hall, Councilmembers Stabb, Miles and Wexler.
Absent: Councilmembers Bolton, Masterson and Karleski.
Council President Hall called the meeting to order at 3:58 p.m. and ammounced that
the special meeting was called for the purpose of continuing discussion on the
"General City" budget for 1981.
City Manager Deaton distributed memos on the estimated annual cost for a police
dispatcher and an analysis of the dog license fund from March 1, 1978 to February
9, 1980.
Councilmember Wexler said she would like to consider uniform licensing fees for dogs.
City Manager Deaton informed the Council that the amount for Public Fire Protection
on page 29 should be $183,786 instead of $179,409.
FIRE DFPARTMFNT-
City Manager Deaton informed the Council that on page 22, Fire Department, the chief
had requested 13 additional personnel and one forty -hour person to oversee the
paramedics, that he did not recommend or place in the budget.
The City Manager said the cost of paramedic training is going up drastically and we
are being asked to enter into a contract with the University of Wisconsin to train
four paramedics.
Councilmember Wexler questioned if it would be more economical to install washers
and dryers for laundering the bedding and shop rags?
City Manager Deaton said he could take a look into the labor contract.
Councilmember Masterson arrived at 4:23 p.m.
Councilmember Hall asked the cost of a paramedic supervisor?
City Manager Deaton said the rank would be assistant chief at about $22,000 plus
$7,500 for fringe benefits, or a total of $29,500.
Council President Hall made a motion to add $29,500 for this position of Paramedic
Co-ordinator. Motion seconded by Councilmember Miles.
In discussing the fees charged for the Emergency Medical Services, Councilmember
Masterson said he would like to see the Council consider the possibility to raise
the fee to $100.
Councilmember Stabb recommended discussing the fee structure in January or February.
The Council voted on Council President Hall's motion as follows: Aye: Council
President Hall, Councilmembers Stabb and Miles. Nay: Councilmembers Masterson and
Wexler
City Manager Deaton said he will look at this as a tentative change in the budget.
In the summary of capital outlay, Councilmember Masterson said the Ecolyzer in the
amount of $1,550 should be considered to be included in the budget.
City Manager Deaton said he will put it on the list of things to bring up for Council
consideration.
Councilmember Bolton arrived at 5:43 p.m.
SOLID WASTE DISPOSAL:
City Manager Deaton explained the $6,000 cost for a surety bond. The city must
guarantee the availability of funds, estimated at $223,000 to adequately close the
landfill at the end of its useful life and provide for long-term care and maintenance
(20 years) after it is closed.
Councilmember Miles said we should consider an increase of fees for the landfill site.
Councilmember Stabb left the meeting at 6:33 p.m.
FLOOD CONTROL:
It was suggested to call this item drainage control instead of flood control.
SIDEWALKS AND CURB AND GUTTER:
Councilmember Masterson said he has had requests for sidewalks at the west end of
Bond Park.
City Manager Deaton said that should be the Park Department's expense.
Councilmember Miles said he would like the policy on replacing intersection curb ramps
for the handicapped to be; to replace if the curb is deteriorated, but not if the
curb is good or to replace on a need or complaint basis.
Councilmember Miles suggested de-celerating the program for handicapped ramps and
leave $5,000 in the budget.
Councilmember Miles left the meeting at 7:00 p.m.
TRAFFTr CTnNq-
City Manager Deaton said he would like $11,000 back in this budget for replacement
of signs.
TRAFFIC SIGNALS:
City Manager Deaton informed the Council there might be a need for $18,000 for signals
on the south side of town.
POLICE DEPARTMENT:
Council President Hall asked how much is allocated for crossing guards? City Manager
Deaton said $27,699.
Council President Hall questioned how many guards this was for? City Manager Deaton
said he would get that figure.
RECREATION:
Councilmember Wexler said that in view of the low attendance in the playground programs,
perhaps we should take a look at them and evaluate their need.
Councilmember Masterson said he would like to see the use of elementary gyms on Saturdays
in the wintertime and would like this investigated before we adopt the budget.
City Manager Deaton said he will explore this and come back with the information by the
24th.
Don Ellis said he has worked with this in Rockford and the main problem is custodial
services.
Council President Hall called for a special meeting on Wednesday, 19 November, 1980 at
3:30 p.m. to continue "General City" budget discussion.
The meeting was adjourned at 7:35 p.m.
These minutes are not official until approved by the City Council.
