Regular meeting of the City Council of the City of Janesville, held in the Municipal
Building 8 September, 1981 at 7:30 p.m.
Present: Council President Stabb, Councilmembers Stehura, Fink, Miles, Wexler, Bolton
and Schroder.
Councilmember Miles made a motion to approve the minutes of the regular meeting of
24 August, 1981 as distributed. Motion seconded by Councilmember Bolton and adopted
unanimously.

Councilmember Bolton made a motion that the following license applications be approved

REFERRALS TO THE PLAN COMMISSION:
1. Council President Stabb referred the following item to the Plan Commission for a
recommendation and report:
Acquisition of property at 331 North Washington Street,
ORDINANCES:
1. A proposed ordinance recommended for approval by the Plan Commission subject to
the following four conditions:
1. Limiting the proposed facility to stabling six horses;
2. Providing appropriate sanitation procedures consistent with the
neighborhood environment;
3. Limiting the stable to private use only; and
4. Review and rehearing of the conditional use permit application by the
Plan Commission upon the building official's referral of complaints
found to be significant and meritorious by the building official;
changing the zoning classification of land located in the 1700 Block of South River
Road was given its second reading by title only and public hearing.
Councilmember Wexler made a motion to adopt said ordinance as presented. Motion
seconded by Councilmember Bolton and adopted by the following vote: Aye: Council
President Stabb, Councilmembers Stehura, Fink, Wexler, Bolton and Schroder. Nay:
Councilmember Miles. (File Ordinance No. 81-249)
2. A proposed ordinance recommended for approval by the Plan Commission changing the
zoning classification of land located at 215 South High Street was given its second
reading by title only and public hearing.
Councilmember Miles made a motion to adopt said ordinance as presented. Motion seconded
by Councilmember Bolton and adopted unanimously. (File Ordinance No. 81-248)
3. A proposed ordinance recommended for approval by the Plan Commission changing the
zoning classification of land located at 2723 West Memorial Drive, given its public
hearing on 27 July, 1981 was presented for further Council consideration.
City Manager Deaton explained that the administration recommends amending the zoning
to B2 (community shopping).
Councilmember Fink made a motion to adopt Ordinance 1o,. 81-240 with the amendment of
changing the zoning to B2. Motion seconded by Councilmember Miles and adopted unanimously.

only. A public hearing was set for 5 October, 1981 at 7:30 p.m. (File Ordinance No.

5. A proposed ordinance recommended for approval by the Plan Commission changing the
zoning classification of land located at 2920 Milton Avenue was introduced by Council
President Stabb and given its first reading by title only. A public hearing was set
for 5 October, 1981 at 7:30 p.m. (File Ordinance No. 81-253)
RESOLUTIONS:
1. A proposed resolution recommended for approval by the Community Development
Authority accepting the donation of a vacant house from Phyllis Losching and Virginia
Dudley was presented.
Councilmember Fink made a motion to adopt said resolution as presented. Motion seconded
by Councilmember Schroder and adopted unanimously. (File Resolution No. 81-480)
2. A proposed resolution recommended for approval by the Plan Commission authorizing
and directing the purchase by the City of Janesville of land within the City owned
by Richard Allen Flanagan and Nancy Lou Flanagan at 105 North Main Street was presented.
Councilmember Schroder made a motion to adopt said resolution as presented. Motion
seconded by Councilmember Miles and adopted unanimously. (File Resolution No. 81-

5. A proposed resolution recommended for approval by the Community Development Authority
requesting the Wisconsin State Legislature to amend the Tax Increment Financing Law
was presented.
Councilmember Fink made a motion to adopt said resolution as presented. Motion seconded
by Councilmember Wexler and adopted by the following vote: Aye: Council President
Stabb, Councilmembers Stehura, Fink, Wexler, Bolton and Schroder. Nay: Councilmember

ESTS AND COMMENTS FROM THE PUBLIC ON MATTERS WHICH CAN BE EFFECTED BY COUNCIL ACTION:
No one appeared before the Council on this item of business.

REPORTS:
1. City Manager Deaton submitted a memo to the Council dated 3 September on the
Senior Citizens Center. He stated that the Community Development Director had reviewed
24 sites and recommended that a renovated Crossroads Building effectively meets the
overall criteria as a senior citizens center and is the preferable site.
After due discussion, Councilmember Fink made a motion to authorize the administration
to proceed with initial improvements to the senior -citizens center, using the $120,000
allocated from Community Development Block Grant funds; to authorize the administration
to negotiate with local lending institutions for the sale of $250,000 in promissory
notes for the senior citizens center; to direct the administration to immediately seek
other public and private funds to be used in completing the building renovation, and
to direct the administration to prepare cost estimates on providing an automatic
sprinkler system in the Crossroads Building. Motion seconded by Councilmember Schroder
and adopted by the following vote: Aye: Council President Stabb, Councilmembers
Stehura, Fink, Wexler, Bolton and Schroder. Nay: Councilmember Miles.
Councilmember Wexler requested a report on smoke detectors for the center.
Councilmember Bolton requested the administration to make inquiry if there might be any
school closing in the near future and report back to the Council in two weeks.
2. City Manager Deaton submitted a report on the feasibility of appointing a member
of the Fiscal Board to serve on a school board citizens committee. He stated there
was no clear information available dealing with the question of conflict of interest
or compatibility of offices.
The City Attorney has requested an opinion from the counsel for the League of Municipalities.
No action was taken.
3. City Manager Deaton presented a two lot survey in the 100 block of South Chatham
Street owned by Kenneth Hendricks, recommended for approval by the Plan Commission.
Councilmember Miles made a motion to approve said certified survey. Motion seconded
by Councilmember Fink and adopted unanimously. (File CSM No. 79026-C)
4. City Manager Deaton presented a one lot survey of land located on Beloit Avenue
and the Chicago and Northwestern Railroad owned by the Standard Oil Division -Amoco
Oil Company, recommended for approval by the Plan Commission.
Councilmember Wexler made a motion to approve said certified survey and accept the land
and utility easement dedications. Motion seconded by Councilmember Miles and adopted
unanimously. (File CSM No. 80052-C)
5. City Manager Deaton presented a one lot survey located on Grundy Drive in the
City's Industrial Park for the future location of Krawfo-Ko, Inc., Autopoint-Janesville
and Ozburn-Janesville Corporation, recommended for approval by the Plan Commission.
Councilmember Miles made a motion to approve said certified survey , accept the street
and easement dedications and waive the minimum water pressure requirements. Motion
seconded by Councilmember Wexler and adopted unanimously. (File CSM No. 81030-C)
MATTERS NOT ON THE AGENDA:
1. Councilmember Wexler expressed concern on the School Board budget and feels the
_Fiscal Board should have more input and communication and spoke especially to the
timing of the budget.
Council President Stabb requested the administration to send a letter to the Fiscal
Board members for their input on taking the budget up earlier.
2. Councilmember Fink congratulated the administration on the Tax Increment Financing
District No. 1 and the addition or increase in the tax base of over eight million
dollars in taxable property.
There being no further business, the meeting was adjourned at 9:48 p.m.
