1985-01-14 Special MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 14 January, 1985 Vol. 35 Approved 2/4/85 No. 34 Special meeting of the City Council of the City of Janesville held in the Municipal Building 14 January, 1985 at 7:30 p.m. Present: Council President Stehura, Councilmembers Pierson, Terrill, Schmidt, Miles, Schroder and Jakoubek. Council President Stehura asked Assistant City Manager Wentzloff if he would start the discussion. The Assistant City Manager introduced Personnel Director Julie Barrette who presented the compensation plan for municipal employees. Mrs. Barrette started the presentation by reviewing the history of the plan, from the beginning in.1976 until the present. Her review covered all phases such as the purpose of the plan, City policy regarding various groups, union and non -union personnel as it pertains to the compensation plan. Also included in the presentation was a review of comparison cities that were used and the reasons why these cities were used. Merit increases, the system of evaluations and longevity, general increases, collective bargaining, mediation and arbitration were all explained. Personnel Director Barrette answered questions and gave detailed information to Councilmembers. Councilmember Terrill requested the Personnel Director to refigure the average merit increase factoring out the 24% that are not eligible for increases. Councilmember Miles suggested that the comparison be limited to the four cities that are comparative in size instead of the entire list which includes cities of greater population. Council President Stehura requested the longevity figure's in writing -that Mrs. Barrette used in her presentation.
