1985-01-08 Special MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 8 January, 1985 Vol. 35 No. 33 Approved 1/21/85 Special meeting of the City Council of the City of Janesville held in the Municipal Building 8 January, 1985 at 7:30 p.m. Present: Council President Stehura, Councilmembers Pierson, Terrill, Miles, Schroder and Jakoubek. Councilmember Schmidt arrived at 7:38 p.m. Assistant City Manager, Dan Wentzloff, introduced Police Chief Ray Voelker, who proceeded to give some background information on the County -wide Dispatch going back to 1978. In 1982 the emergency services dispatch for the county study began in earnest by the formation of a committee representing the three governmental units of Rock County, City of Beloit and City of Janesville. Chief Voelker further explained how the committee selected the consulting firm of Boos, Allen and Hamilton, Inc. to conduct the study. It was agreed by the committee that only a joint powers authority was acceptable to the governmental units. He also reviewed the findings and recommendations of the study made by the committee and the consulting firm. Councilmembers' questions were answered by City Manager Deaton, Chief of Police Voelker and Fire Chief Stearns. The Fire Chief told Councilmembers that all the fire depart- ments in the county were supportive of such a system. Charlotte Chamberlain - Rock County Supervisor for Wards 5 & 6 - stated that she could not support this system and that she had not seen a copy of the study that had been made. Councilmember Schroder made a motion to direct the administration to prepare a resolution in support of County -wide Dispatch for Council consideration as soon as possible. Motion seconded by Councilmember Miles and adopted unanimously. Council President Stehura noted that the next item on the Agenda was the consideration of a motion to convene in closed session under Wisconsin State Statutes Section 19.85 (1)(e) to discuss possible land acquisition. Councilmember Schroder made a motion to convene in closed session under Wisconsin State Statute Section 19.85 (1)(e) to discuss possible land acquisition. Motion seconded by Councilmember Miles and adopted unanimously. There being no further business, the meeting was adjourned at 8:54 p.m. to reconvene in closed session.
