1985-01-07 Council MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING 7 January, 1985 Vol. 35 No... 32 Approved 1/2,1/85 Regular meeting of the City Council of the City of Janesville held in the Municipal Building 7 January, 1985 at 7:30 p.m. Present: Council President Stehura, Councilmembers Pierson, Terrill, Schmidt, Miles, Schroder and Jakoubek. The minutes of the special meeting of 3 December, 1984 were presented. Councilmember Miles made a motion to approve the minutes of the special meeting of 3 December, 1984 as distributed. Motion seconded by Councilmember Schmidt and adopted unanimously. The minutes of the regular meeting of 10 December, 1984 were presented. On page 2, item 7 under "New Business" line:2, the language should be changed from "recovering their bid bond" to read "to recover the bid bond for the City from U. S. Steel." Councilmember Schmidt made a motion to approve the minutes of the regular meeting of 10 December,. 1984 with the correction. Motion seconded by Councilmember Miles and adopted unanimously. The minutes of the regular meeting of 24 December, 1984 were presented. Councilmember Pierson made a motion to approve the minutes of the regular meeting of 24 December, 1984. Motion seconded by Councilmember Terrill and adopted by the following vote: Aye: Council President Stehura, Councilmembers Pierson, Terrill and Jakoubek. Pass: Councilmembers Schmidt, Miles and Schroder. LICENSES Councilmember Miles made a motion that the license applications, as listed on the license agenda and on file in the office of the City Clerk, be approved and issued. Motion seconded by Councilmember Schmidt and adopted unanimously. (All applications of licenses are on file in the office of the City Clerk and are incorporated by reference herein and may be examined upon request at all reasonable times.) OLD BUSINESS 1. A proposed ordinance, recommended for approval by the administration, changing the penalty for parking in a lease stall from $2/$4 to $10/$20 was given its second reading by title only and public hearing. No one appeared at the public hearing. Councilmember Terrill made a motion to adopt said ordinance as presented. Motion seconded by Councilmember Miles and adopted unanimously. (File Ordinance No. 84-417) 2. Requests and comments from the public on matters which can be affected by Council Action. Mr. Robert Birkholz of 145 Waveland Road appeared on behalf of the Rock Aqua -Jays to present a check in the amount of $263.42 to the City for the purchase of eight life vests. The donation was made in appreciation of the City's-support of the Rock Aqua -Jays' activities. NEW BUSINESS 1. Norm Ruedinger, regional manager of Jones Intercable, made a presentation to the City Council outlining the company's plans and schedule for upgrading and maintaining the cable communications in Janesville. No Council action required or taken. 2. City Engineer Ron Beatty reviewed the floor plans of the Police Department and explained to the Council where the proposed remodeling would be done. No Council action was required or taken. 3. Affidavit to change street name on Certified Survey Map. Councilmember Schmidt made J a motion to approve the affidavit and to direct the City Clerk to file the affidavit re- naming the street segment west of the greenbelt to Deerfield Drive. Motion seconded by Councilmember Terrill and adopted by the following vote: Aye: Councilmembers Terrill, Schmidt, Schroder and Jakoubek. Nay: Council President Stehura, Councilmembers Pierson, and Miles. 4. Assistant City Manager, Dan Wentzloff, presented the recommendations of the Public Works Committee for the awarding of the contracts for the remodeling of the Police Department: Gilbank Construction, Box 718 - .Clinton, Wi. in an amount of $48,387.50, Zimmerman Mechani- cal Contractors - 205 West Grand Av., Beloit, Wi. in an amount of $14,263. and Cap Electric of 2601 East Delavan Drive, Janesville, Wi. in an amount of $6,130. Councilmember Miles made a motion to approve the apparent low bids, as recommended by the Public Works Committee. Motion seconded by Councilmember Schmidt and adopted unanimously. 5. The finance statement for the month of November, 1984 was presented. Councilmember Miles made a motion that the financial statement be accepted and placed on file for audit. Motion seconded by Councilmember Schroder and adopted unanimously. 6. Matters not on the Agenda. Councilmember Terrill asked the administration if a personal computer had been purchased for the landfill and how -it was funded. He was told by the City Manager that the computer had been purchased from landfill construction funds. There being no further business, the meeting was adjourned at 8:30 p.m. These minutes are not official until approved by the City Council. Frank L. Spoden City Clerk 933 AFFIDAVIT TO CHANGE STREET NAME ON CERTIFIED SURVEY MAP Ron Beatty, being first duly sworn, on oath deposes and says that he is employed by the City of Janesville as the City Engineer; he further provides the following information based on records of the City of Janesville and the Register of Deeds for Rock County: 1. On May 29, 1984, the Common Council of the City of Janesville approved a certified survey map for land located within the city of Janesville, Rock County, Wisconsin. 2. Said certified survey man was prepared by Registered Land Surveyor Harold Combs at the direction of the owners of the property Louise Lucht and Cambeck Petroleum Company. 3. Said certified survey map was recorded in the Office of the Register of Deeds for Rock County on June 18, 1984, as Document No. 988705 in"Vol. 11, pages 477-479, card 176, Image 219-221. 4. Said certified survey reap sho_wed_�dedicated north -south street which was identified as(Greenwood Drive. 5. Naming this north -south street segment Greenwood Drive has created a street numbering problem which could cause future confusion for visitors to this area and for -emergency service vehicles. 6. The north -south street segment should be changed from Greenwood Drive to Deerfield Drive-.--- - ----- _..-.. _ -- -- - Your affiant has prepared this Affidavit to change said certified survey map; henceforth, the street shown on said certified survey map shall be identified as Deerfield Drive.
