1987-12-07 Special MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 7 December 1987 Vol. 38 No. 24 Approved 14 December 1987 Special meeting of the City Council of the City of Janesville, held in the Municipal Building 7 December 1987 at 7:15 a.m. The meeting was called to order by Council President Pulliam. Present: Council President Pulliam, Councilmembers Mittness, Collins, Stockwell, Stehura, Pierson and McLean. Council President Pulliam stated that the first order of business was the approval and adoption of the resolution adopting the 1988 budget and establishing the 1987 gross tax rate, and appropriating funds for expenditure by the City of Janesville for the fiscal year ending December 31, 1988. Councilmember Collins made a motion to adopt Resolution 87-1043, except the category for vehicle purchasing in Section 4. City Attorney Berta Klimczyk stated that before the actual adoption of the resolution, a motion--is-needed to amend the November 30th motion to adopt the City Budget by increasing non -property tax revenues for court fines and fees by $22,000, and increas- ing building permit fees by $10,000. Councilmember Collins withdrew his motion. Councilmember Stehura made a motion to amend the November 30th motion to adopt the City Budget by increasing non -property tax revenues for court fines and fees by $22,000, and increasing building permit fees by $10,000. Motion seconded by Councilmember McLean and adopted unanimously. Councilmember Collins made a motion to adopt Resolution 87-1043, except for the category for vehicle purchasing in Section 4. Motion seconded by Councilmember Stehura and passed by the following vote: Aye: Council President Pulliam, Councilmembers Collins, Stockwell, Stehura, Pierson and McLean. Nay: Councilmember Mittness. Councilmember Collins made a motion to adopt the category for vehicle purchasing in Section 4 of Resolution 87-1043. Motion seconded by Councilmember Stehura and passed by the following vote: Aye: Council President Pulliam, Councilmembers Collins, Stehura, Pierson and McLean. Nay: Councilmember Mittness. Pass: Councilmember Stockwell.
