1987-11-09 Special MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 9 November 1987 Vol. 38 No. 19 Approved 30 November 1987 Special meeting of the City Council of the City of Janesville, held in the Municipal Building 9 November 1987 at 6:00 p.m. Council President Pulliam called the meeting to order. Present: Council President Pulliam, Councilmembers Mittness, Collins, Stockwell, Stehura and McLean. Absent: Councilmember Pierson. Council President Pulliam stated that the purpose of this special meeting was to continue the review of the proposed 1988 budget for the City of Janesville. The following budgets were reviewed: Community Development (City Budget) - pages 127 & 128, Block Grant Program - pages 129 & 130, Rent Assistance Program - pages 131 & 132, Economic Development - pages 133 & 134, Planning - pages 84 & 85, Code Administration - pages 80 & 81, Public Works (Engineering) - pages 86 & 87, Technical Services - pages 144 & 145, Leisure Services (Administration) - pages 109 & 110, and Recreation Manage- ment - pages 111 & 112. Councilmember Stockwell made a motion to delete $14,850 from "Capital Outlay" on page 112 for reconstruction and relocation of the hockey box at Traxler Park. Motion seconded by Councilmember Mittness. After a lengthy discussion, Councilmember Stockwell withdrew his motion and Councilmember Mittness withdrew his second. Councilmember Stockwell made a motion to reduce the Recreation Management Budget from $290,750 to $275,750 for a reduction of $15000, and that the hockey box will not be moved without Council authorization. Motion seconded by Councilmember Mittness. Motion passed unanimously. Councilmember Stockwell made a motion to reduce the subsidy for Jaycees' fireworks under the enrichment element by $2,000. Motion seconded by Councilmember Mittness. Motion passed by the following vote: Aye: Councilmembers Stockwell, McLean, Mittness, Collins and Stehura. Nay: Council President Pulliam. Councilmember Mittness made a motion to add $2600 to special events for putting up and taking down the banners four times a year and the southside Christmas decorations. Motion died for lack of a second. Councilmember Mittness made a motion to add $1600 to special events for taking down and putting up Christmas decorations on the southside and downtown. Motion seconded by Councilmember McLean. Councilmember McLean then withdrew his second, and the motion died for lack of a second. Councilmember Mittness made a motion to add $600 to special events for taking down and putting up Christmas decorations on the southside. Motion seconded by Council President Pulliam. Motion failed by the following vote: Aye: Councilmembers Stehura and Mittness. Nay: Council President Pulliam, Councilmembers Stockwell, Collins and McLean. Councilmember Mittness made a motion to add $300 to special events for taking down the Christmas decorations on the southside. Motion seconded by Councilmember McLean and passed by the following vote: Aye: Council President Pulliam, Councilmembers Stehura, Collins, McLean and Mittness. Nay: Councilmember Stockwell. Councilmember Mittness made a motion to add $700 to "Recreation Management" for amphitheater programming. Motion died for lack of a second. Aquatics Program - pages 113 & 114. Parks Management - pages 115 & 116, Senior Citizen Center - page 117, Ice Arena - pages 120 & 121, Tallman Restorations - pages 118 & 119. Cub Pack 411, a Webelos' Den from Monroe School, was in attendance at the Council meeting as part of the work for their Citizenship Badges.
