Regular meeting of the City Council of the City of Janesville, held in the Municipal
Building 2 March, 1987 at 7:30 p.m.
The meeting was called to order by Council President Pierson. Councilmember Stehura
then led the Pledge of Allegiance.
Present: Council President Pierson, Councilmembers Collins, Stockwell, Pulliam, Miles,
Stehura and McLean.
Minutes of the following meetings were presented: regular meeting of 16 February 1987,
special meeting of 18 February 1987, and special meeting of 22 February 1987. Council -
member Miles made a motion to approve the minutes of the regular meeting of 16 February,
the special meeting of 18 February and special meeting of 22 February 1987 as distributed.
Motion seconded by Councilmember Stehura and adopted unanimously.
The minutes of the special meeting of 23 February 1987 were presented. Councilmember
Stehura made a motion to approve the minutes of the special meeting of 23 February 1987
as distributed. Motion seconded by Councilmember Miles and adopted by the following
vote: Aye: Council President Pierson, Councilmembers Collins, Stockwell, Pulliam,
Miles and Stehura. Pass: Councilmember McLean.

Councilmember Miles made a motion that the licenses, as listed on the license agenda
and on file in the office of the City Clerk, be approved and issued as presented.
Motion seconded by Councilmember Pulliam and adopted unanimously.
(All applications of licenses are on file in the office of the City Clerk
and are incorporated by reference herein and may be examined upon request
at all reasonable times.)
Referrals to the Plan Commission:
a) Potential acquisition of railroad property in the vicinity of North River Street
between Wall Street and Centerway was referred by Council President Pulliam to the
Plan Commission for a recommendation and report.
b) A proposed ordinance changing the zoning classification of lands located within
the 1500 block of Beloit Avenue from R3 to M2 was introduced by Council President
Pierson and given its first reading by title only and referred to the Plan
Commission for a report and recommendation. A public hearing was set for 30 March
1987 at 7:30 p.m. (File Ordinance No. 87-511)
OLD BUSINESS
1. A proposed ordinance, recommended for approval by the Plan Commission, changing
the zoning classification of lard located southeast of the intersection of Joliet and
LaFayette Streets from R1 to M1 was given its second reading by title only and public
hearing. Council President Pierson opened the public hearing at 7:40 p.m.
Appearing in support of the zoning change were: Realtor George Mark of 29 South Pine
Street, representing the property owners. Jim Shebiel of 108 Jefferson Av., Vice
President of Northland Equipment and the contract purchaser of the property. Also, Mary
Roth, 1533 Tyler St., Executive Director of the Chamber of Commerce.
Appearing in opposition to the zoning change were: Donna Kjaldgaard of 714 DeSoto
Drive, who presented a petition to the City Council signed by property owners in the
neighborhood. Mrs. Kjaldgaard also made several comments against the zoning change.
Kathleen Morrical of 1449 LaSalle Street, a property owner, was opposed.
Councilmember Collins informed Council President Pierson that he would pass on this
item, because of a possible conflict of interest.
Councilmember Miles made a motion to adopt said ordinance as presented. Motion seconded
by Councilmember McLean and adopted by the following vote: Aye: Council President
Pierson, Councilmembers Stockwell, Pulliam, Miles, Stehura and McLean. Pass: Council -
member Collins. (File Ordinance No. 87-505)
2. A proposed ordinance, recommended for approval by the Plan Commission, changing
the zoning classification of land located within the 1800 block of North Washington
Street from R3 to B3 was given its second reading by title only and public hearing.
Council President Pierson opened the public hearing at 8:26 p.m.
Frank Tower of 736 Somerset Drive, developer of the property, spoke in favor of the
proposed zoning change. No one appeared in opposition.
Councilmember Stehura made a motion to adopt said ordinance as presented. Motion
seconded by Councilmember McLean and adopted unanimously. (File Ordinance No. 87-504)
3. Requests and comments from the public on matters which can be affected by Council
action. No one appeared.
NEW BUSINESS
1. Election of City Manager. Councilmember Stehura made a motion to elect Steven
E. Sheiffer to the position of City Manager for the City of Janesville to be effective
4 May 1987. Motion seconded by Councilmember Pulliam and adopted by the following
vote: Aye: Council President Pierson, Councilmembers Collins, Stockwell, Pulliam,
Miles and Stehura. Nay: Councilmember McLean.
2. Randy Borman, President of the Community Housing Resources Board, presented a
slide/tape presentation on fair housing which showed the Board's organization and
what activities are covered. Mr. Borman also answered questions from the Councilmembers.
3. A proposed resolution authorizing the City Clerk -Treasurer, on behalf of the City
of Janesville, to invest public funds in the Wisconsin Investment Trust Fund as
authorized by Section 66.04 (2), State Statute, was presented. Councilmember Miles
made a motion to adopt said resolution as presented. Motion seconded by Councilmember
Pulliam and adopted unanimously. (File Resolution No. 87-974)
4. Recommendations of the Plan Commission: a) Certified Survey Map of Part of the
SE14 of the NWj of Section 28, T.3N., R.13E. of the 4th P.M., City of Janesville,
Rock County, Wisconsin. Councilmember Stehura made a motion to approve Certified
Survey Map 87001-C, including the waiver of the parkland dedication requirements.
Motion seconded by Councilmember Miles and adopted unanimously. (File CSM No. 87001-C)
b) Certified Survey Map of Part of the SWj of the NEz of Section 12, T.2N., R.12E.
of the 4th P.M. City of Janesville, Rock County, Wisconsin. Councilmember Miles made
a motion to approve Certified Survey Map 87004-C. Motion seconded by Councilmember
Stehura and adopted unanimously. (File CSM No. 87004-C)

5. Recommendations of the Transportation Committee: a) An ordinance amending the
list of designated stop sign intersections with a penalty as provided in Section
10.24.070 was introduced by Council President Pierson and given its first reading
by title only. A public hearing was set for 16 March, 1987 at 7:30 p.m. (File
Ordinance No. 87-506)
b) An ordinance amending the list of connecting arterial streets with a penalty as
provided in Section 10.24.070 was introduced by Council President Pierson and given
its first reading by title only. A public hearing was set for 16 March 1987 at 7:30
p.m. (File Ordinance No. 87-507)
c) An ordinance amending the list of streets required to yield to other designated
streets with a penalty as provided in Section 10.24.070 was introduced by Council
President Pierson and given its first reading by title only. A public hearing was
set for 16 March 1987 at 7:30 p.m. (File Ordinance No. 87-509)
d) An ordinance amending Chapter 10.24 so as to establish a maximum speed limit of
45 MPH on certain designated streets and so as to amend the penalty for speeding was
introduced by Council President Pierson and given its first reading by title only.
A public hearing was set for 16 March 1987 at 7:30 p.m. (File Ordinance No. 87-508)
6. Matters not on the agenda. There were none.
There being no further business, the meeting was adjourned at 9:15 p.m.
