1988-11-03 Council MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 3 November 1988 Vol. 39 No. 16 Special meeting of the City Council of the City of Janesville, held in the Municipal Building 3 November 1988 at 6:00 p.m. Council President McLean called the meeting to order. Present: Council President McLean, Councilmembers Pierson, Mittness, Stockwell, Stehura, Pulliam and Collins. REVIEW OF THE 1989 PROPOSED CITY BUDGET Council reviewed and discussed the following budgets. Insurance Fund - pages 150 and 151. Janesville Public Library 1989 Proposed Budget. Karen Krueger, Library Director, and David Griffiths, President of the Library Board, were present to answer Councilmembers questions pertaining to the Library Budget. City Manager Sheiffer informed Council about the purchase and funding of new chairs for the Council table. Counilmember Pulliam moved to have the administration put on the next Council agenda, for consideration, the purchase of 11 new chairs for the Council table. Seconded by Councilmember Pierson. Councilmember Pulliam withdrew his motion. Since this item was requested by two Councilmembers; it will be put on the next regular Council agenda. Public Safety. Police - pages 64 and 65. Councilmember Pulliam moved to reduce the police and fire budget by $46,800 in the retirement line item. Motion seconded by Council President McLean and passed unanimously. Police Management - pages 66 and 67, Investigative Services - pages 68 and 69, Support Services - pages 70 and 71, Central Dispatch - pages 72 and 73, Patrol Services - pages 74 and 75, Council President McLean moved to add $3100 to Patrol Services budget for the replacement of two mobile radios. Motion seconded by Councilmember Pulliam and failed by the following vote: Aye: Council President McLean, Councilmembers Pulliam and Pierson. Nay: Councilmembers Stockwell, Collins, Mittness and Stehura. Council requested a study session at a future date (January) on the Police Department's five-year plan. Fire - pages 76 and 77, Suppression Program - pages 78 and 79. Councilmember Mittness moved to adopt the fire department budget as submitted. Motion seconded by Council - member Pulliam and failed by the following vote: Aye: Council President McLean, Councilmembers Pulliam and Mittness. Nay: Councilmembers Pierson, Stehura, Collins and Stockwell. Fire Prevention Program - pages 80 and 81, Administrative Program - pages 82 and 83, Emergency Medical Service - page 84 Community Development. Code Administration - pages 85 and 86, Planning Department - pages 89 and 90. Community Development City Budget - pages 129 and 130, Block Grant Program - pages 131 and 132, Section 8 and Rent Assistance Program - pages 133 and 134. Economic Development - pages 135 and 136.
