1989-11-06 Special MeetingPROCEEDINGS OF THE CITY OF JANESVILLE, SPECIAL MEETING 6 November 1989 Vol. 40 No. 19 CITY COUNCIL WISCONSIN Approved 11-6-89 Special meeting of the City Council of the City of Janesville held in the Municipal Building 6 November 1989 at 7:03 p.m. The meeting was called to order by Council President Stockwell. Present: Council President Stockwell, Councilmembers Pierson, Collins, Pulliam, Stehura, McLean and Schneider. OLD BUSINESS 1. The Council reviewed the Fire Dept., VOM, Capital Projects, Public Works Improvements, and Expenditure Summary - Other category budgets. During the review of these budgets, Councilmembers requested the following information: 1) Council President Stockwell requested information on the Firemen's Relief Fund line item. 2) Councilmember Pierson requested, during the audit of VOM, that the auditors address owning vs leasing of vehicles in their report. 3) Councilmember Collins requested information on Refunds and Adjustments line item. 4) Councilmember Pulliam requested a legal opinion on how to delete a debt service line item for Main Street Bridge. Councilmember Pierson moved to delete an $11,000 air compressor from the Fire Department Budget, seconded by Councilmember Collins and failed by the following vote: Aye: Councilmember Pierson. Nay: Council President Stockwell, Councilmembers Collins, Pulliam, Stehura, McLean and Schneider. Councilmember Pulliam moved to delete $110,000 in Capital Projects for the Traxler parking lot and traffic signals, and then withdrew his motion. 2. The Council discussed the proposal to investigate an alternative catalog system as an interim improvement to Janesville Public Library's automated system. Councilmember Pulliam moved to authorize the library to further study the costs and benefits of a CD -Rom catalog system, seconded by Councilmember Pierson and failed by the following vote: Aye: Councilmembers Pierson and Pulliam. Nay: Council President Stockwell, Councilmembers Collins, Stehura, McLean and Schneider. NEW BUSINESS No one spoke on "Matters not on the Agenda".
