1989-11-02 Special MeetingPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 2 November 1989 Approved 11-13-89 VOL. 40 NO. 18 Special meeting of the City Council of the City of Janesville convened at the Tallman House on 2 November 1989 at 4:15 p.m. Council President Stockwell called the meeting to order. Present: Council President Stockwell, Councilmembers Pierson, Collins, Pulliam, Stehura and Schneider. Absent: Councilmember McLean. OLD BUSINESS 1. Tour of the Tallman House and grounds. At 5:15 p.m. the Council recessed until 6:30 p.m. Councilmember McLean arrived at 6:30 p.m. Council reconvened into session at 6:30 p.m. in the council chamber with all the members present. 2. Review of the 1990 Proposed Budget. City Manager Sheiffer and the various department heads were available to answer questions from the Councilmembers. The following departments were reviewed: Planning, Brad Cantrell; Code Administration, Chris Wilson; Community Development (City Budget), Michael King; Community Development (Block Grant), Michael King; Community Development (Section 8), Jenny Geyer; and Economic Development, Doug Venable. Considerable time was spent on the subject of the $15,000 for tourism support. Councilmember McLean moved to delete $10,OOOfrom the tourism support, seconded by Council President Stockwell and failed by the following vote: Aye: Council President Stockwell and Councilmember McLean. Nay: Councilmembers Pierson, Collins, Pulliam and Schneider. Pass: Councilmember Stehura. City Manager Sheiffer informed Councilmembers that until a specific proposal was brought back for Council approval, no expenditures would be made from tourism budget monies. In reviewing the water and wastewater budgets, Council requested the 1986 information, regarding seasonal water and wastewater rates, be redistributed. Police, Ray Voelker & George Brunner. City Manager Sheiffer informed the Council that due to the changes received in the retirement funds, that the budget for the police department should be increased by $32,025, and the fire department by $40,658 for a total of $72,683. 1 Councilmember Pulliam moved to increase the police department budget by $32,025, seconded by Councilmember McLean and adopted unanimously. City Manager Sheiffer stated that over a five-year cycle plan, the City would need to add 13 positions. Councilmember McLean moved to add $37 , 500 to Police Patrol Service (1 patrolman), seconded by Councilmember Pulliam and failed by the following vote: Aye: Councilmembers Pulliam, McLean and Schneider. Nay: Council President Stockwell, Councilmembers Pierson, Collins and Stehura. Councilmember Pulliam requested a spec sheet for the radios. Fire. Councilmember Pulliam moved to increase the fire department budget fund by $40, 658, as presented by the City Manager, seconded by Councilmember McLean and adopted unanimously. Councilmembers waived notice of the next special meeting to be held Monday. 6 November 1989 at 7:00 p.m. There being no further business, the meeting was adjourned at 10:02 p.m. These minutes are not official until approved by the City Council.
