Special meeting of the City Council of the City of Janesville
held in the Municipal Building 23 October 1989 at 6:37 p.m.
The meeting was called to order by Council President Stockwell.
Present: Council President Stockwell', Councilmembers Pierson,
Collins, Pulliam, Stehura, McLean and Schneider.
Councilmember Pulliam moved to approve a One Day Beer Only
License for St. Mary's Church, motion seconded by Councilmember
Schneider and approved unanimously.
OLD BUSINESS
1. The Council reviewed: General Government, Insurance, Library
and Transit Budgets. During the review of these budgets,
Councilmembers requested the following information: 1) Council
President Stockwell requested a memo on upgrading the council
chamber's sound system. 2) Councilmember Pierson requested a
study session on the Assessor's revaluation program. 3)
Council President Stockwell requested additional information on
the Employees' Assistance Program. 4) Councilmember Pierson
requested additional information on Workmen's Compensation. 5)
Councilmember Stehura requested that the library update its five-
year plan using 1989 as its base year.
Councilmember Collins moved to delete $5,000 for consulting
services in the City Council Budget, seconded by Councilmember
Pulliam and passed unanimously.
After a discussion about the $15,000 in legal fees for the CLSI
dispute in the library budget, Councilmember Pulliam moved to
delete $15,000 from the library levy, motion seconded by
Councilmember McLean and passed by the following vote: Aye:
Councilmembers Pierson, Pulliam, Stehura, McLean and Schneider.
Nay: Council President Stockwell and Councilmember Collins.
NEW BUSINESS
1. No one spoke on "Matters not on the Agenda".
2. Councilmember Pulliam moved to convene into closed session
pursuant to Section 19.85 (1)(e) Wis. Stats., for the purpose of
deliberating or negotiating the potential purchase and/or sale of
public property, and Sec. 19.85 (1)(c) and/or (e), for the
purpose of considering collective bargaining strategies, since
competitive or bargaining reasons require a closed session.
Motion seconded by Councilmember McLean and passed unanimously.

There being no further business, the meeting was adjourned at
9:33 p.m.to reconvene in closed session.
