Regular meeting of the City Council of the City of Janesville, held in the Municipal
Building 10 July 1989 at 7:30 p.m.
The meeting was called to order by Council President Stockwell.
Present: Council President Stockwell, Councilmembers Pierson, Collins, Pulliam, Stehura,
McLean and Schneider.
CONSENT AGENDA
Minutes of the regular meeting held 26 June 1989.
Licenses; and recommendations of the Alcohol License Advisory Committee.
Financial gain request: Action on a request from the Janesville Fast Pitch Association
for permission to sell beer concessions for the Janesville Invitational Fast Pitch
Tournament (July 15 and 16, 1989) and the ASA State Major and Class A Fast Pitch Tourna-
ment (July 29 and 30, 1989) to be held at Dawson Park.
Council President Stockwell stated that if there were no objections, the Consent Agenda
would be approved.
OLD BUSINESS
1. Requests and comments from the public on matters which can be affected by Council
action. No one appeared.
2. A proposed ordinance increasing the number (quota) of Class A fermented malt beverage
and intoxicating liquor licenses in the City of Janesville was given its second reading
by title only and public hearing. No one appeared for the public hearing. Councilmember
McLean moved to adopt Revised Ordinance No. 89-632 as presented. Motion seconded by
Councilmember Pulliam and adopted unanimously. (File Revised Ordinance No. 89-632)
3. Review of the Residential Development Plan and City Council comments on the Commer-
cial Development Plan. There were no changes, additions or objections. Councilmember
Stehura moved to refer the Residential Development Plan and the comments of the City
Council to the Plan Commission, seconded by Councilmember Collins and adopted unanimously.
There were no objections or questions presented for the Commercial Development Plan,
and no action was taken at this time.
NEW BUSINESS
* 1. The review of the Central Business District Patrol Program and approach to the "Circuit"
brought on a discussion as to how soon the administration should act to eliminate the
"Circuit" It was pointed out that it would not be covered in the current budget, and
the Councilmembers decided that it should be reviewed and taken into consideration at
the time of the budget review.
2. A proposed ordinance rezoning property located within the 2200 block of DuPont Drive
from R1 to R3 was introduced by Council President Stockwell and given its first reading
by title only and referred to the Plan Commission for a report and recommendation. A
public hearing was set for 7 August 1989 at 7:30 p.m. (File Ordinance No. 89-637)
3. A proposed ordinance rezoning property located at 1837 LaFayette Street from 01
to B3 was introduced by Council President Stockwell and given its first reading by
title only and referred to the Plan Commission for a report and recommendation. A public
hearing was set for 7 August 1989 at 7:30 p.m. (File Ordinance No. 89-639)
4. A proposed ordinance rezoning property located at 1610 and 1614 West Court Street
from 01 to B3 was introduced by Council President Stockwell and given its first reading
by title only and referred to the Plan Commission for a report and recommendation. A
public hearing was set for 7 August 1989 at 7:30 p.m. (File Ordinance No. 89-638)
5. Matters not on the agenda. Councilmember Pierson asked what could be done about
the grass coming up in the streets and curbs. Assistant City Manager Rogers stated that
the Public Works Department had been working on it.
Councilmember Pulliam asked if there would be any Councilmembers willing to support
him regarding the method of computing the summer sewer charges and try to change this
to the winter usage instead. No one offered to support him at this time.
There being no further business, the meeting was adjourned at 7:55 p.m.
