A resolution approving the Environmental Protection Agency Inflation Reduction
Act Environmental & Climate Justice Community Change Grants Program —
Project Plan GreenPrint: Janesville.
WHEREAS, the Common Council of the City of Janesville recognizes that the
redevelopment of Brownfields is vital to protecting Wisconsin’s resources and the reuse
of abandoned and blighted lands; and
WHEREAS, by adopting this Resolution, the Common Council declares their intent for
the City Administration is to utilize GreenPrint: Janesville as a 20-year project plan for
redevelopment of approximately 40 acres of blight at the former JATCO site as a portion
of a future submittal for the Environmental Protection Agency (EPA) Inflation Reduction
Act Environmental & Climate Justice Community Change Grants Program (Exhibit A);
and
WHEREAS, GreenPrint: Janesville Project Plan is designed to redevelop portions of the
blighted space into single-family and multi-family housing, accompanied by infrastructure,
green park space, walking paths, and a community building (Exhibit B); and
WHEREAS, the City of Janesville is in the process of obtaining ownership of the site
addressed as 544 Kellogg Avenue and 530 Kellogg Avenue via Amended Resolution No.
2024-2202 for the interest in the Property shall be acquired in the name of the City and,
upon acquisition, shall be cleared and held for the purpose of eliminating a blighted area
and for urban renewal pursuant to Wis. Stat. §§ 32. 05( 1), 66. 1331, 66. 1333, 66. 1335,
66. 1337 and 66. 1105; and
WHEREAS, the City of Janesville will work cooperatively with employees, agents,
statutory partners, and representatives of EPA during the grant period; and
WHEREAS, the City of Janesville intends to comply with all requirements of and will
submit all documents and participation requirements, to the EPA; and
WHEREAS, the Common Council finds that the GreenPrint: Janesville Grant Project
Plan is necessary for the use of the EPA Grant application and will be in the best
interests of and benefit to the City, its properties, its residents, and taxpayers.

NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville
that:
1.Each of the above recitals is reiterated and incorporated herein as if fully set forth;
and
2.The Common Council authorize and approve applying for and using the Grant as
proposed.
BE IT FURTHER RESOLVED, that the Common Council hereby authorize the Acting City
Manager or City Manager and those he authorizes on his behalf to take whatever
additional reasonably necessary and/or desirable actions he or his designees
determine appropriate or necessary to effectuate the Grant Project Plan and the intent of
this authorizing Resolution.
