2024-2258FILE RESOLUTION NO. 2024-2258 A Resolution authorizing the Jurisdictional Transfer Agreement between Rock County and the City of Janesville for CTH G (from STH 11 to approximately 1,000 feet north of Venture Drive) and Afton Road (from approximately S. Crosby Avenue to Rockport Road) WHEREAS, the functional/jurisdictional relationships of present County and Local Highway Systems have been cooperatively reviewed by the City of Janesville and Rock County; and WHEREAS, Rock County and the City of Janesville have cooperated in developing this jurisdictional change; and WHEREAS, Rock County, under Section 83.025(1)(a), Wisconsin Statutes, may enter into jurisdictional transfer agreements with local units of government, thereby facilitating such alterations in the jurisdictional highway system; and WHEREAS, the Common Council of the City of Janesville hereby finds that the proposed Jurisdictional Transfer Agreement is in the best interest and of benefit to the City of Janesville, its residents, taxpayers, and the overall community. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Janesville hereby approve the following: Existing Afton Road from a point directly under S. Crosby Avenue (Bellrichard Bridge) northeasterly approximately 0.66 miles to a point at the intersection of Rockport Road will be removed from the City of Janesville’s jurisdictional highway limits and transferred to Rock County. Existing CTH G (Beloit Avenue) from a point at the intersection of STH 11 northerly approximately 0.58 miles to a point approximately 1,000 feet north of Venture Drive will be removed from Rock County’s jurisdictional highway limits and transferred to the City of Janesville. BE IT FURTHER RESOLVED, that the City of Janesville Common Council authorize the City Manager to execute the Jurisdictional Transfer Agreement with Rock County. Rock County shall: 1.Prepare the Jurisdictional Transfer Agreement. 2.Accept jurisdictional and maintenance responsibility of the segment to be transferred to Rock County except that the City of Janesville will continue to maintain sanitary sewer and water main infrastructure along this segment. 3.Provide sufficient advanced notice to the City of rehabilitation/reconstruction work to allow for City utility infrastructure to be inspected and repaired/replaced as needed. The City shall: 1.Accept jurisdictional and maintenance responsibility of the segment to be transferred to the City. ADOPTED: October 28, 2024 APPROVED: Kevin M.
