A resolution approving a Grant with Santa Maria Supermarket, LLC for the property
located at 1820 Center Avenue.
WHEREAS, the Common Council of the City of Janesville intend to fund the
described, proposed project located at 1820 Center Avenue through monies set
asidefrom the American Rescue Plan Act (“ARPA”) Local Fiscal Recovery Fund
allocation to the City; and
WHEREAS, the City pursues investment in underutilized commercial corridors, and
desires deliberate development in the Center Avenue corridor, supporting the needs of
our residents, strengthening the economic vitality, including creating options for residents
to access food and groceries within a reasonable distance from their homes; and
WHEREAS, this particular Grantee is being awarded funding by the Common Council in
a one-time, total Grant amount of Fifty Thousand and 00/100 Dollars ($50,000.00), and
solely for the purpose(s) set forth in the Grant Agreement between the City and the
Grantee for the purpose of renovating a 12,442 square foot neighborhood grocery store
located at 1820 Center Avenue for said purposes and uses; and
WHEREAS, the Common Council hereby find that this Grant benefits the City, its
residents, businesses, and other taxpayers, and promotes the health, welfare, safety,
peace, tranquility, and economic vitality of the City;
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville
that:
Each of the above recitals is reiterated and incorporated herein as if fully set forth;
and
The Fifty Thousand and 00/100 Dollars ($50,000.00) Grant to the proposed
Grantee is hereby approved; and
The source of such Grant funding will be from the American Rescue Plan Act
(“ARPA”) City funding to be used to create this one-timegrant (“Grant”); which
allows for an organization which has the opportunity to usesuch grant funds to
make a capital improvement and/or pay for one-time expenses,such as start-up
costs or time-limited programming, for beneficial and/orbenevolent uses,
activities, and/or purposes that would make or facilitate apositive, long-
term, beneficial impact in the community; and
BE IT FURTHER RESOLVED, that the Common Council hereby authorize the City
Manager and those he authorizes on his behalf to take whatever additional reasonable,
necessary, and/or desirable actions the City Manager and/or his designee determines,

from time to time and at any time, appropriate to effectuate the Grant and the intent of
this authorizing Resolution.
