2024-2243RESOLUTION NO. 2024-2243 Resolution amending the City of Janesville Polling Place Plan to accommodate State Legislation that reestablished District Boundaries through the adoption of Wisconsin 2023 Act 94 and allowing for the consolidation of Polling Places during Primary Elections. WHEREAS the Rock County Board created 29 new supervisory districts based on the 2020 Census; and the City of Janesville is required to create wards within each Supervisory District, creating 25 wards in its initial ward plan; and WHEREAS, the City of Janesville was also required to assign all wards to polling places and the City Council approved the original ward plan and polling place plan on November 8, 2021, and the City utilized the plan for the April 2022 election prior to the State and Federal redistricting court cases being decided by the Wisconsin Supreme Court; and WHEREAS, on April 15, 2022, the Wisconsin Supreme Court, in Johnson v. Wisconsin Elections Commission, adopted state legislative district maps drawn by the Wisconsin Legislature after the United States Supreme Court, in Wisconsin Legislature et al. v. Wisconsin Elections Commission et al. and Glenn Grothman et al. v. Wisconsin Elections Commission et al., reversed the Wisconsin Supreme Court’s decision with regard to state legislative districts resulting in additional wards and renumbering of many wards for logistical implementation until 2030; and WHEREAS Wisconsin 2023 Act 94 was signed into law that amended Senate and Assembly District boundaries, requiring yet another amendment to the electoral ward boundaries and polling place plan; and WHEREAS City Council adopted File Ordinance 2024-843 recreating Electoral Ward Boundaries on May 13, 2024. The final requirement is for the City Council to adopt an amended polling place plan.
