Bid Schedule B Award Memo1 ENGINEERING DIVISION MEMORANDUM March 25, 2024 TO: City Council FROM: Brad Reents, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “B” – 2024: C2024-6 Street Rehabilitation C2024-8 Innovation Park Phase 1A C2024-9 Landfill Cell 7 Construction Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to support development and to provide municipal services. Executive Summary The City opened bids for C2024-6 Street Rehabilitation, C2024-8 Innovation Park Phase 1A, and C2024-9 Landfill Cell 7 Construction on February 28, 2024. City Recommendation The City recommends awarding contracts C2024-6 Street Rehabilitation, C2024-8 Innovation Park Phase 1A, and C2024-9 Landfill Cell 7 Construction, as well as expressing the intent to borrow funds as outlined in the memo. Suggested Motion I move to award contracts C2024-6 Street Rehabilitation, C2024-8 Innovation Park Phase 1A, and C2024-9 Landfill Cell 7 Construction. Background The following is a summary of the three (3) contracts: C2024-6 Street Rehabilitation This is an annual contract for the City’s street rehabilitation program. Street rehabilitation is prioritized based on a condition assessment of roadways utilizing the Wisconsin Department of Transportation Pavement Surface Evaluation and Rating (PASER) system. More specifically, work under this contract includes the following: • 175,000 SY of milling • 6,410 SY of pulverizing • 29,100 SY of pavement removal • 24,680 CY of unclassified excavation • 54,700 Tons of aggregate base • 31,800 Tons of asphalt pavement • 52,000 LF epoxy pavement markings 2 A list of streets included in the City’s Street Rehabilitation Program can be found on the City’s Engineering Division Website: Project Information | Janesville, WI (janesvillewi.gov) C2024-8 Innovation Park Phase 1A This contract will extend sanitary sewer from the west side of USH 51 to the southerly boundary of the 132-acre City-owned industrial lands, known as Innovation Park, located south of Dollar General on CTH G. The City purchased and annexed this land in 2023. The Innovation Park Phase 1A contract will prepare this property for future utility and street infrastructure installations to facilitate industrial development. The new gravity sanitary sewer will extend from the west side of USH 51 to the southern border of the city-owned industrial land. More specifically, work under this contract includes the following: • Installation of approximately 3,900 LF of 18” PVC sanitary sewer • Installation of approximately 1,220 LF of 15” PVC sanitary sewer • Installation of 15 sanitary structures • Installation of two 36-inch utility casing pipes (bore and jack). One casing pipe for sanitary sewer and one for future water main. C2024-9 Landfill Cell 7 Construction This contract is to construct a new cell in the landfill as part of the Landfill’s phasing plan to maintain capacity for waste materials. Construction of the new landfill cell includes the installation of the following: • Gradient control layer with pipe and geotextile fabric • Compacted clay liner (four feet thick) • 60-mil geomembrane liner with geotextile cushion • Leachate collection system • Site improvements (i.e. access road, fencing, stormwater drainage) Options • Approve City recommendation award contracts C2024-6, C2024-8 and C2024-9. • Refer back to staff with guidance on how the Council wishes to proceed. • Do not take action on the contracts as recommended by staff. Analysis C2024-6 Street Rehabilitation – Staff received two (2) bid(s), with Rock Road Companies, Inc., providing the lowest bid. The contract estimate was $4,459,500.00. The street rehabilitation program identifies streets receiving a mill and overlay (i.e., upper asphalt surface replacement only) and those receiving full pavement replacement. Given the favorable bid prices, the City intends to change some streets that were bid as a mill and overlay to a full pavement replacement. These streets were candidates for full pavement replacement but were bid as mill and overlay to fit the City’s budget based on the contract estimate. All low-bid contractors have successfully completed projects for the City in the past.
