PUBLIC WORKS BID SCHEDULE “F” – 2023
The City of Janesville, Wisconsin hereby gives notice that it will receive electronic bids for the
following listed Public Work:
C2023-16 EPDM Roof Replacement – WWTP Garage and Pump Station #2 – For
furnishing all the labor, materials, equipment, and doing all the work necessary to
replace the existing single ply fully adhered EPDM roof system. The WWTP Garage
is approximately 5,025 square feet in size. The existing roof is a fully adhered EPDM
roof on 1.5-inch iso insulation on a metal deck. The roofing is to be completely
removed down to the existing deck surface. The new roof system to be installed is
a fully adhered EPDM membrane on a tapered iso insulation system. Project scope
also includes removing the existing precast concrete mansard panels, aluminum
soffit, and soffit lighting, and installing new precast concrete mansard panels,
aluminum soffit, and soffit lighting. The Pump Station #2 is approximately 1,660
square feet in size. The existing roofing of fully adhered EPDM membrane on
insulation is to be completely removed down to the deck. The new roof system to
be installed is a fully adhered EPDM membrane on an iso insulation system. The
pump building has a wood deck, and the water reservoir has a concrete deck. Project
scope also includes replacement of two wall mounted exhaust fans. Mandatory pre-
bid meeting on November 21, 2023, at 10:00 a.m., gathering at the main office of
the Janesville Wastewater Treatment Facility, 3300 W Tripp Rd, Janesville, WI
53548. Once the project is reviewed at the Wastewater Treatment Plant, the
meeting will end to allow travel to Pump Station #2 at 6 West Delevan Drive,
Janesville, WI 53548. Once attendees arrive, we will resume the mandatory pre-bid
meeting. Alternate weather date will be November 28 at 2p.m. Quest Project

C2024-1 Utility Structure Rehabilitation and Replacement – For furnishing all the labor,
materials, equipment, and doing all the work necessary for replacement and/or
rehabilitation of sanitary, storm, and water structures. The work will include
replacement of approximately one sanitary structure, 19 storm structures, 91 storm
inlets and 11 water structures and rehabilitation of approximately 116 sanitary
structures, 28 storm structures, 7 storm inlets and 17 water structures. Also
included are one sanitary sewer main abandonment, one water main abandonment
and installation of 8 new water valves (6”-12”). The work under this contract is
associated with the City’s 2024 Street Rehabilitation Contract. All structure
replacement-rehabilitation must be completed in a timely manner in advance of the

C2024-2 Water & Sewer System Improvements I – For furnishing all the labor, materials,
equipment, and performing all work necessary for the construction of the following
approximate quantities: 8,800 LF of 6”-8” replacement water main; 970 LF of 12”-
27” replacement storm sewer; replacement of 10 lead water services; replacement
or rehabilitation of 70 sanitary structures, storm structures, and storm inlets; and
associated street and non-paved surface restoration. Quest Project Number

Confidential bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 13th DAY OF
DECEMBER, 2023. All bids shall be submitted electronically through QuestCDN vBid Online
Bidding ONLY -- the online bid portal will be open for vBid by December 8th, 2023. No paper bids
will be accepted. All bidders shall bid in accordance with contract document’s Section 2
‘Information to Bidders’. The above Public Work will be let to the lowest responsible bidder and
must be performed in accordance with the plans, specifications, and contracts on file with the
City Clerk. The determination of the lowest responsible and best bid will be decided by the City
Engineer, subject to review by the City Council. The Council reserves the right to reject any and
all bids.
No bid will be considered unless accompanied by a certified check equal to 10 percent of the bid
or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the
bidder will execute and file the proper contract and performance bond within ten days from the
date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such
contract and performance bond within the time set by the City, the check or bid bond shall be
forfeited to the City as liquidated damages.

If applicable, Federal Davis Bacon wage rates are included in the Contract Documents, as well as

No bidder may withdraw their bid within 45 days after the actual date of the bid opening.
