Strategic Goal - Safe & Healthy Community The proposed Woodman’s Sports & Convention Center (Woodman’s Center) addresses many of the City’s Strategic Goals, including Economy, Financial Sustainability, Image & Engagement, Infrastructure, Partnerships, and Safe & Healthy Community. The Woodman’s Center is expected to:
• Address the City’s goal of Economy by facilitating continued growth and diversification of the local economy. The Woodman’s Center would address the identified task of assisting in the redevelopment of struggling retail areas at its planned location at Uptown Janesville.
• Support Financial Sustainability by diversifying and increasing the City’s revenue base and improving upon the operating ratio of the current Ice Arena. The Woodman’s Center
would generate economic impact through new spending, personal income growth, and increased employment. It would also stabilize or enhance the value of properties located in the vicinity of the center.
• Enhance the community’s Image and Engagement by establishing itself as a regional destination for indoor athletic and recreational activities and providing a meeting and convention center space. Due to its planned location, the Woodman’s Center is anticipated to initiate additional economic investment in the Milton Avenue gateway.
• Address the goals for Infrastructure by building upon the community’s foundation for well-
planned, maintained, dependable, and sustainable infrastructure, particularly as it relates to infill development and the use of existing transportation and utility infrastructure at Uptown Janesville.
• Build upon and support additional Partnerships by embracing and enhancing collaboration with local, regional, and national stakeholders to realize shared success. The Woodman’s Center would be a true public-private partnership from its initial construction and annual
operations to its ongoing programming with numerous partner organizations.
• Advance the goal of a Safe & Healthy Community by improving the overall well-being of residents and neighborhoods through cooperation and encouraging an active lifestyle.
The Woodman’s Center will expand health and wellness initiatives and seek to improve health outcomes such as diabetes, heart disease, and mental health conditions.

Executive Summary The Council previously directed the design and bidding of the Woodman’s Center project. Bids for
contract C2023-15 Woodman’s Sports & Convention Center were opened on December 19, 2023. The City opened three bids, with JP Cullen & Sons, Inc. providing the lowest bid. The City is recommending the award of the contract, including the base bid and alternate bid items 1-5, for a
total contract award of $38,129,609. This award results in a total project cost that is lower than the latest $50.3 million projection and includes all desired alternatives. Funding to support this project comes from various sources and is outlined in the memo. Funding consists of the following sources: federal, state, local, donor, and user proceeds. The city’s capital contribution is only 37% of the total project cost. City Recommendation The City recommends awarding contract C2023-15 Woodman’s Sports & Convention Center to JP Cullen & Sons as well as expressing the intent to borrow funds as outlined in the memo.

The City of Janesville, the Janesville Area Convention & Visitor’s Bureau (JACVB), and community members have been researching the feasibility of constructing and operating an indoor athletic and recreation facility since 2018. During this time, a Project Steering Committee was formed, a comprehensive feasibility study was completed, an extensive site selection process was undertaken, and a business plan was developed. As momentum for the project grew, the Friends of the Woodman’s Center (Friends) was established to help with private fundraising and messaging for the project. The Woodman’s Center is expected to have numerous positive benefits to Janesville residents and businesses, including facilitating continued growth and diversification of the local economy;
generating significant positive economic impact for the City, increased employment and growth in personal earnings; assisting in the redevelopment of struggling retail areas; establishing itself as a destination for physical, recreational, conference, and social activities; and improving the overall
wellbeing of City residents and neighborhoods. The Woodman’s Center will generate a new positive economic impact on the community by attracting tournaments, competitions, and conventions with non-local participants and attendees. It would also serve as a valuable public
resource for residents by accommodating local sports, recreation, entertainment events, and activities and supporting the expansion of local sports and recreation programs. The Council unanimously approved file resolution 2021-1926 at the October 28, 2021 Council meeting authorizing $2 million in funding to commence design and bidding of the project. In early 2022, the City Manager established a Woodman’s Center design committee for the purpose of reviewing and recommending the final design to the City Manager. The design committee includes the following representatives: Council member, Public Works Director, Neighborhood and Community Services Director, Recreation Director, Parks and Recreation Advisory Committee (PRAC), JACVB, Friends group, Rockstep Capital, Youth Hockey, consultant designer, and consultant cost estimator. The design committee met 18 times. All
design committee meetings were property noticed and were open to the public. Council

Member Marklein was on the design committee until his term ended, and then Council Member Burdick was appointed to the committee.
Following the schematic design process, the total project cost was nearly $60 million. The design committee spent several months reviewing the design and working on a value management
process to reduce costs without reducing the functionality of the facility. This effort reduced the total project cost to an estimated $50.3 million. The Woodman’s Center project is funded through public and private partnerships, including, but not limited to, state and federal grant funding, naming rights sponsorships, private donations, City borrowing, and other funding sources. The Council adopted file resolution 2022-2067 at the December 12, 2022 Council meeting, expressing an intent to borrow and commit $17.3M for the construction of the Woodman’s Center. The Woodman’s Center is planned to be constructed at 2510 Milton Avenue, occupying the former footprint of the vacant Sears building. The base bid building footprint is approximately
113,000 square feet, offering approximately 130,000 square feet on multiple levels. Accepting the alternate bid items, the footprint increases to approximately 122,650 sf, offering approximately 139,650 sf on various levels. The Woodman’s Center will be Rock County’s most
significant gathering space. The facility is designed to serve local athletes and residents while also attracting sports teams and companies/organizations for meetings, conferences, and trade shows. Along with a multi-purpose arena and convention/flexible space, the project will include
the main arena with 1,500 spectator capacity, offering year-round ice for the Janesville Jets, youth hockey, high school hockey, skating, and other community activities. The Woodman’s Center will operate under a public model and be owned by the City of Janesville. Operations of the facility will be the responsibility of the Recreation Division, with the Neighborhood & Community Services Department. It is planned to be staffed with a full-time Facility Manager, Assistant Manager, Maintenance Technician, and Maintenance Worker in addition to numerous part-time staff. The JACVB has committed sales and marketing staff support for 20 hours per week dedicated to sports sales research. In addition, an advisory group, including representatives from the JACVB and primary user groups, would be established to provide oversight to the facility and maintain a balance between the community and tourism needs. With
additional staffing, the City is prepared to oversee the facility's operations; however, the City also intends to explore engaging a private management company to provide day-to-day operational services and/or support and options for assistance with facility start-up, which may be of additional
value to the community. The City took ownership of the proposed site on December 20, 2023. The Council approved a rooftop solar lease agreement with Wisconsin Power & Light Company on January 8, 2024. On January 22, 2024, the City Council will consider approving an agreement with the State of Wisconsin, in which the State will provide $15 million towards the construction of the Woodman’s Center and with the JACVB, which is making a commitment to operational support. A Special Council meeting is scheduled for February 1, 2024, to discuss specific options for funding the City’s $15.3 million contribution. If the contract is awarded on January 22, 2024, it is likely the contractor will mobilize in late February and commence demolition of the vacant Sears building. The current project schedule has the City occupying the new facility in the summer of 2025.
The project includes, but is not limited to:
• Site clearing, grubbing, and razing of an existing two-story vacant department store
physically connected to Uptown Janesville with an approximate footprint of 58,000
square feet.

• New exterior construction work includes landscaping, storm, water, and sanitary sewer
modifications, electrical service, gas service, paving, exterior lighting improvements,
excavation, cast-in-place concrete, and asphalt pavement.
• The building’s exterior construction includes precast concrete panels, long-span steel
trusses and metal deck, low slope EPDM roofing, concrete masonry wall cladding, metal
panel wall cladding, cold-formed steel stud back-up wall construction, aluminum
windows, overhead sectional doors, and hollow metal doors and frames.
• The building’s interior construction includes precast concrete panels, concrete masonry
partition walls, gypsum board, metal stud walls, wood doors, hollow metal doors and
frames, finishes, casework, plumbing, mechanical, electrical, fire protection, and audio-
visual components.
• The building’s interior specialty construction items include the construction of two
regulation ice rinks, including ice-making systems and equipment, basketball/volleyball
courts and equipment, scoreboards, bleachers, moveable divider walls, food service
equipment, and an elevator.
In addition to the base bid items described above, the project includes six alternate bid items, which are described below: Alternate 1A – Amount to be added to the Base Bid to expand the project scope by
approximately 6,300 sf to include a fourth regulation basketball court in the multi-purpose/convention area.
Alternate 2A – The amount to be added to the Base Bid to construct a core and shell of approximately 3,350 sq. ft. along the south of the building for locker room expansion. The scope includes site work, concrete footings & foundations, exterior walls, roof structure, floor
slab, and MEP rough-in. Alternate 3A – Amount to be added to the Base Bid to build out three separate locker rooms with coaches’ offices to a previously constructed core and shell (in alternate 2A). The locker rooms will include all walls, ceilings, finishes, accessories, toilet stalls, and shower rooms. Alternate 4A – Amount to be added to the Base Bid to furnish and install a reverse osmosis system in Mechanical Room 168 to improve water quality and ice clarity and condition. Alternate 5A – Amount to be added to the Base Bid to furnish and install the backer panel with a quick-release fastener system for the dasher boards in the Multipurpose Arena to reduce labor
effort in transitioning to/and from ice and non-ice surfaces. Alternate 6A – Amount to be deducted from the Base Bid to eliminate the water preheat system using waste heat from the ice-making plant, which would have increased operating costs by not reintroducing waste heat for the domestic hot water system.

Conclusions
Maximizing non-city funding for the Woodman’s Center is a true benefit of the public-private partnership created to support this project. The Friends group is committing $9M, which is the largest community fundraising effort in Janesville. With a total cost of approximately $46.8M, the
city’s contribution of $2M toward the design and $15.3M toward the construction has the City funding approximately 37% of the total project cost.
