Bids for C2023-13 Water Utility Cold Storage Building and C2023-14 Hedberg Public Library Children’s Room Renovation were opened on Wednesday, March 29, 2023. City Recommendation The City recommends awarding contracts C2023-13 Water Utility Cold Storage Building and C2023-14 Hedberg Public Library Children’s Room Renovation as well as expressing the intent
to borrow funds as outlined in the memo. Suggested Motion I move to award contracts C2023-13 Water Utility Cold Storage Building and C2023-14 Hedberg Public Library Children’s Room Renovation. Background The following is a summary of the two (2) contracts:
C2023-13 Water Utility Cold Storage Building This contract is for constructing a new 7,500 square foot pre-engineered metal building with an
exterior 1,250 square foot covered storage area. The new building will provide additional vehicle, equipment, and material storage for the Water
Utility. Currently, a significant number of items are being stored inside the existing building, thus hindering operational efficiency. The proposed structure will add storage capacity to help free up much-needed space for items requiring climate-controlled storage. In addition, this building will
store materials currently stored outside, protecting the Utility’s investment and improving access to these materials during winter months. The Plan Commission completed an architectural review of the proposed building on January 3, 2023, and unanimously endorsed the architectural design by a 6-0 vote.

C2023-14 Hedberg Public Library Children’s Room Renovation
This contract is for replacing approximately 11,000 square feet of acoustic ceiling tile, installing new LED lighting, and painting walls within the children’s room at the Hedberg Public Library. The new lighting and acoustical ceiling tiles will match previous library renovations.
Options
• Approve City recommendation to award contracts C2023-13 and C2023-14.
• Refer back to staff with guidance on how the Council wishes to proceed.
• Do not take action on the contracts as recommended by staff.
Analysis C2023-13 Water Utility Cold Storage Building – Staff received two (2) bid(s), with Gilbank Construction Inc. providing the lowest bid. The consultant’s contract estimate was $800,000.00.
The Engineering Division is recommending award of this contract to Gilbank Construction Inc., Clinton, WI, for a total contract amount of $517,700.00.
