The City opened bids for C2023-1 Curb & Gutter and Sidewalk Replacement and C2023-3 New and Replacement Sidewalk on January 25, 2023. In addition, bids for C2023-5 City Services Center – Phase 1 Additions and Renovations were opened on February 1, 2023. City Recommendation The City recommends awarding contracts C2023-1 Curb & Gutter and Sidewalk Replacement,
C2023-3 New and Replacement Sidewalk, and C2023-5 City Services Center – Phase 1 Additions and Renovations as well as expressing the intent to borrow funds as outlined in the memo. Suggested Motion I move to award contracts C2023-1 Curb & Gutter and Sidewalk Replacement, C2023-3 New and Replacement Sidewalk, and C2023-5 City Services Center – Phase 1 Additions and Renovations. Background
The following is a summary of the three contracts: C2023-1 Curb & Gutter and Sidewalk Replacement
This is an annual contract for curb & gutter and sidewalk replacement along streets identified in the City’s street rehabilitation program. More specifically, work under this contract includes the following:
• Replacement of approximately 40,700 LF of curb & gutter
• Replacement of approximately 100,000 SF of sidewalk, curb ramps, and driveway approaches
• Patching approximately 290 SY of full-depth concrete street pavement and grass terrace restoration.

C2023-3 New and Replacement Sidewalk This is an annual contract for new and replacement sidewalk at various locations throughout the
City. More specifically, work under this contract includes the following:
• Installation of approximately 26,220 SF of new sidewalk
• Replacement of approximately 9,180 SF of existing sidewalk
C2023-5 City Services Center – Phase 1 Additions and Renovations This contract is for phase one construction of the City Services Center additions and renovations located at 2200 USH 51. The existing City Service Center was constructed in 1993 and includes administrative office space for the Operations and Parks Divisions, municipal vehicle and equipment storage and maintenance areas, the City sign shop, and ancillary spaces.
This contract is one of three phases of additions and renovations planned for this facility as outlined in the City’s Capital Improvement Program. The project will improve upon existing conditions with respect to the consolidation of City vehicle and equipment storage areas, the relocation of such storage areas indoors for increased vehicle and equipment reliability and lengthened service life and the daily operational efficiency of approximately 70 staff who work
from the City Services Center. Each phase will implement the results of the Long-Range Facility Needs Study. This contract includes the following:
• 72,000 SF of renovations to portions of the main building.
• 41,461 SF heated vehicle storage and sign shop addition to the main building.
• 12,313 SF cold storage building for the storage of vehicles and equipment.
• 5,000 SF cold storage building for the storage of sandbags and street pavement marking equipment.
• Site work including tree clearing, grading, new stormwater management basin, water main, storm sewer, aggregate base, asphalt pavement, concrete pavement, curb and
gutter, fencing, erosion control, and restoration. The Plan Commission completed an architectural review of the proposed multi-phased project
on January 3, 2023. The Plan Commission unanimously endorsed the architectural design by a 6-0 vote. Options
• Approve City recommendation to award contracts C2023-1, C2023-3, and C2023-5.
• Refer back to staff with guidance on how the Council wishes to proceed.
• Do not take action on the contracts as recommended by staff.
Analysis
C2023-1 Curb & Gutter and Sidewalk Replacement Staff received one (1) bid from Yeske Construction Co., Inc. The contract estimate was
$2,392,805.20. The Engineering Division is recommending the award of this contract to Yeske Construction Co., Inc., Edgerton, WI, for a total contract amount of $2,330,454.65. Note that it is common for the City to receive one bid for this annual contract. In the last ten years, the City has received one bid for this contract in 2014, 2015, 2016, 2019, and 2020. Yeske Construction Co., Inc. has completed this annual contract for the City since 2008. The 2023 Capital Improvement Plan designates a General Fund Note Issue of $102,000 to conduct concrete joint and panel repairs. Contract 2023-1 Curb & Gutter and Sidewalk Replacement will include $67,000 of concrete panel replacements. In addition to the work

performed by Yeske Construction Co, Inc., the City has allocated project costs totaling $35,000 for joint sealing concrete streets as part of the City’s concrete pavement maintenance program.

C2023-3 New and Replacement Sidewalk Staff received two (2) bids, with Next Generation Construction, LLC providing the lowest bid. The
contract estimate was $323,992.50. This is the first time Next Generation Construction, LLC has bid on this annual contract for the
City. Each new bidder is required to complete a Bidder’s Proof of Responsibility Form to allow the City to review past project experience and to contact references. Upon completing this process, the Engineering Division recommends awarding of this contract to Next Generation
Construction, LLC, Beloit, WI, for a total contract amount of $287,043.00. Next Generation Construction, LLC.

C2023-5 – City Services Center – Phase 1 Additions and Renovations Staff received two (2) bids, with Gilbank Construction Inc. providing the lowest bid. The contract estimate from the consultant was $10,525,000.00. The Engineering Division is recommending the award of this contract to Gilbank Construction, Inc., Clinton, WI, for a total contract amount of $8,801,000.00, which includes all bid alternates. The following is a summary of the bid alternates:
• Bid Alternate 1: Adds skylights to vehicle storage bays.
• Bid Alternate 2: Adds lean-to covered storage.
• Bid Alternate 3: Incorporates ductile iron water main pipe in place of PVC. Ductile iron is the City’s preferred standard pipe material for water main.
• Bid Alternate 4: Incorporates 12” wide trench drains instead of 6” wide trench drains for
better performance.
• Bid Alternate 5: Adds wall coating system on precast concrete wall panels.
• Bid Alternate 6: Adds concrete pavement instead of asphalt pavement in truck-turning areas.
Gilbank Construction Inc. has completed past projects for the City, including the Fire Station No. 1 and Janesville Transit Services Transfer Center Building projects.

Conclusions This contract supports tasks listed in the 2023-2027 Strategic Plan.
C2023-1 Curb & Gutter and Sidewalk Replacement and C2023-3 New and Replacement Sidewalk are annual projects that support the City’s needs for public infrastructure. C2023-5 – City Services Center – Phase 1 Additions and Renovations will support the City’s needs for providing reliable municipal services by improving the 30-year-old facility. Restated City Recommendation The City recommends awarding contracts C2023-1 Curb & Gutter and Sidewalk Replacement, C2023-3 New and Replacement Sidewalk, and C2023-5 City Services Center – Phase 1 Additions and Renovations as well as expressing the intent to borrow funds as outlined in the memo.
