PUBLIC WORKS BID SCHEDULE “B” – 2023
The City of Janesville, Wisconsin hereby gives notice that it will receive electronic bids for the
following listed Public Work:
C2023-7 Street Rehabilitation – For furnishing all the labor, materials, equipment, and
doing all the work necessary for the construction and completion of approximately
31,950 TONS asphalt paving on existing streets, including 142,000 S.Y. milling;
54,000 S.Y pavement removal; 31,000 C.Y. unclassified excavation; 68,500 TONS
aggregate base; 29,425 L.F. epoxy pavement markings; 4,600 S.Y. grass terrace
restoration and miscellaneous construction items. Quest Project Number 8389372
C2023-8 Ruger Avenue LRIP (Court/Atwood to Randall Ave) – For furnishing all the
labor, materials, equipment, and doing all work necessary for the construction of a
Local Road Improvement Program (LRIP) project on Ruger Avenue between E. Court
Street and S. Randall Avenue, including approximately 2,900 LF of 8” water main
replacement; 70 water service reconnections, replacements, or abandonments; 300
LF of storm sewer replacement; 35 utility structure replacements, removals,
rehabilitations or installations; 10,200 SY of pavement removal; 11,600 SF of
concrete sidewalk and driveway approach replacement; 3,400 CY of unclassified
excavation; 8,500 TONS of aggregate base; 3,000 TONS of asphalt paving, 1,700 LF
of epoxy pavement markings; 2,100 SY of grass terrace restoration; and

C2023-9 Oakhill Cemetery Road Improvements – For furnishing all the labor, materials,
equipment, and doing all the work necessary for the reconstruction of
approximately 345 LF of paved roads within the Oak Hill Cemetery including
approximately 151 CY of concrete pavement removal, 208 CY of unclassified
excavation, 548 TONS of crushed aggregate base course, 120 TONS of asphalt
pavement, and 700 LF of asphalt wedge curb. Quest Project Number 8389382
C2023-10 Landfill Phase 5 Gas System & Phase 6 Leachate Recirculation – For furnishing
all the labor, materials, equipment, and doing all the work necessary for
construction of a landfill gas and leachate recirculation system to include: gas well
installation, gas header and laterals, gas well heads, valve and control assemblies,
leachate cleanout gas extraction connections, leachate recirculation manifold and
valving, leachate forcemains, leachate distribution trenches, and incidentals shown

on the plan and specified herein for Landfill Phase 5 Gas System and Phase 6
Leachate Recirculation Construction. Quest Project Number 8389384
C2023-11 Janesville Police Department – Defense and Arrest Training Addition - For
furnishing all the labor, materials, equipment, and doing all the work necessary for
the construction and completion of the Defense and Arrest Training Facility Addition
located at 1100 Read Road. Base bid will include approximately 2,200 square feet of
new construction and minor renovations to portions of the existing facility. The
work includes, but is not limited to, the following: excavation/sitework, cast-in-place
concrete, reinforced concrete, standard wood trusses and sheathing, shingles,
metal fabrications, masonry, aluminum doors and windows, hollow metal
doors/frames, painting, finishes, mechanical, electrical, and others. The base bid
shall be lump sum. Alternative bids may be required. A pre-bid conference will be
held at 10 AM on February 15, 2023, at the project site. The facility is not visible
from the road. The gated entrance is a long drive that parallels the railroad tracks.
Prime contractors, subcontractors, and vendors are encouraged to attend. Quest

Confidential bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 1ST DAY OF
MARCH, 2023. All bids shall be submitted electronically through QuestCDN vBid Online Bidding
ONLY -- the online bid portal will be open for vBid by February 24th, 2023. No paper bids will be
accepted. All bidders shall bid in accordance with contract document’s Section 2 ‘Information
to Bidders’. The above Public Work will be let to the lowest responsible bidder and must be
performed in accordance with the plans, specifications, and contracts on file with the City Clerk.
The determination of the lowest responsible and best bid will be decided by the City Engineer,
subject to review by the City Council. The Council reserves the right to reject any and all bids.
No bid will be considered unless accompanied by a certified check equal to 10 percent of the bid
or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the
bidder will execute and file the proper contract and performance bond within ten days from the
date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such
contract and performance bond within the time set by the City, the check or bid bond shall be
forfeited to the City as liquidated damages.

If applicable, Federal Davis Bacon wage rates are included in the Contract Documents, as well as
on file in the City Clerk’s Office.
No bidder may withdraw their bid within 45 days after the actual date of the bid opening.
