The City opened bids for C2022-17 Utility Structure Rehabilitation and Replacement, C2023-2 Water & Sewer System Improvements I, and C2023-4 Public Side Lead Water Service Replacements on December 7, 2022. City Recommendation The City recommends awarding contracts C2022-17 Utility Structure Rehabilitation and
Replacement, C2023-2 Water & Sewer System Improvements I, and C2023-4 Public Side Lead Water Service Replacements as well as expressing the intent to borrow funds as outlined in the memo. Suggested Motion I move to award contracts C2022-17 Utility Structure Rehabilitation and Replacement, C2023-2 Water & Sewer System Improvements I, and C2023-4 Public Side Lead Water Service Replacements with the intent to borrow funds as outlined in the memo. Background The following is a summary of the three contracts:
C2022-17 Utility Structure Rehabilitation and Replacement This is an annual contract to rehabilitate and replace utility structures along streets identified in
the City’s street rehabilitation program. Needs for rehabilitation and replacement of structures are based on a condition assessment, completed by the City, of all utility structures within the street rehabilitation program. This contract also includes other miscellaneous utility work while
the contractor is working along these street corridors. More specifically, work under this contract includes the following:
• Replacement of one (1) sanitary structure, 13 storm structures, 56 storm inlets, and 12 water structures

• Rehabilitation of 109 sanitary structures, 39 storm structures, 39 storm inlets, and 21 water structures.
• Repair of one (1) sanitary sewer main
• Repair of four (4) storm sewer mains
• Replacement of Two (2) public side lead water services
C2023-2 Water & Sewer System Improvements I This is an annual contract for water and sewer improvements along streets identified in the City’s street rehabilitation program. Needs for utility improvements are based on a condition assessment completed by the City. More specifically, work under this contract includes the following:
• Replacement of approximately 8,300 LF of water main, 375 LF of force main, and 315 LF of sanitary sewer
• Replacement of 10 public side lead water services
• Replacement and/or rehabilitation of 80 sanitary structures, water valve structures, storm structures, and storm inlets.
C2023-4 Public Side Lead Water Service Replacements This contract is in support of the City’s lead water service replacement program. Work under this contract includes replacement of approximately 180 public side lead water services. Options
• Approve City recommendation to award contracts C2022-17, C2023-2, and C2023-4.
• Refer back to staff with guidance on how the Council wishes to proceed.
• Do not take action on the contracts as recommended by staff.
Analysis C2022-17 Utility Structure Rehabilitation and Replacement There were five (5) qualified plan holders. The contract estimate was $1,058,275.00. Staff received three (3) bids with Globe Contractors, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Globe Contractors, Inc., Pewaukee, WI for a total bid amount of $1,033,337.00. Globe Contractors, Inc.

Conclusions These contracts support tasks listed in the 2023-2027 Strategic Plan.
All low bid contractors have successfully completed work for the City in the past. Globe Contractors, Inc most recently worked for the City in 2018 and 2022 as part of C2018-19 Water
& Sewer Improvements II, C2022-4 Public Side Lead Water Service Replacements, and C2022-5 Public Side Lead Water Service Replacements II. Maddrell Excavating, LLC has most recently worked for City as part of C2019-2 Water & Sewer Improvements I, C2020-6 Water & Sewer Improvements II, and C2021-2 Water & Sewer Improvements I. Restated City Recommendation The City recommends awarding contracts C2022-17 Utility Structure Rehabilitation and Replacement, C2023-2 Water & Sewer System Improvements I, and C2023-4 Public Side Lead Water Service Replacements as well as expressing the intent to borrow funds as outlined in the memo.
