Bid Schedule E Award Memo C2022-151 ENGINEERING DIVISION MEMORANDUM October 24, 2022 TO: City Council FROM: Brad Reents, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “E” - 2022: C2022-15 EPDM Roof Replacement - WWTP Solids Processing Building and Janesville Riverside Golf Course Clubhouse Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary The City opened bid(s) for C2022-15 EPDM Roof Replacement - WWTP Solids Processing Building and Janesville Riverside Golf Course Clubhouse on October 5, 2022. City Recommendation The City recommends awarding contract C2022-15 EPDM Roof Replacement - WWTP Solids Processing Building and Janesville Riverside Golf Course Clubhouse while expressing the intent to borrow funds as outlined in the memo. Suggested Motion I move to award contracts C2022-15 EPDM Roof Replacement - WWTP Solids Processing Building and Janesville Riverside Golf Course Clubhouse. Background The Department of Public Works maintains an inventory of roof conditions for all City-owned facilities. The WWTP Solids Processing Building and the Riverside Golf Course Club house were identified as needing replacement. The City hired a consultant to complete the design of the roof replacements to include the following scope of work: WWTP Solids Processing Building The Solids Processing Building has two roof levels totaling approximately 18,300 square feet. The existing roof is a fully adhered EPDM roof on a tapered iso insulation system and is planned for complete removal down to the existing precast concrete deck surface. The new roof system to be installed is a fully adhered EPDM membrane on a tapered iso insulation system on a new vapor barrier. The project scope also includes cleaning, sealing, and caulking the precast mansard panels. 2 Riverside Golf Course The Riverside Golf Course Clubhouse is approximately 5,200 square feet in size. The existing roof combines a ballasted and fully adhered EPDM and iso insulation on a tectum deck and is planned for complete removal. The new roof system to be installed is a fully adhered EPDM membrane on an iso insulation system. Options • Approve City recommendation to award contract C2022-15. • Refer back to staff with guidance on how the Council wishes to proceed. • Do not take action on the contracts as recommended by staff. Analysis The City advertised the project for bids on September 12, 2022 and September 19, 2022 and bids were opened on October 5, 2022. There were six (6) qualified plan holders. Staff received one (1) bid from Nieman Central Wisconsin Roofing Co., Inc. for $789,900. The design consultant’s construction estimate was $710,000. The lump sum price for all work for the EPDM Roof Replacement – WWTP Solids Processing Building was $561,300.00, and the lump sum for all work for the EPDM Roof Replacement – Janesville Riverside Golf Course Clubhouse was $228,600.00. N2599 24th Avenue Lyndon Station, WI 53944 Total Bid: $789,900.00 Anticipated Project Costs: Contract 789,900.00 Engineering and Contingency (10%) 78,990.00 Consulting – Design Phase 45,800.00 Total $914,690.00 Project Funding: Prior Note – General Fund $130,360.00 2022 Note – General Fund $140,000.00 2022 Note – Wastewater 200,000.00 2023 Note – Wastewater 444,330.00 Total $914,690.00 Conclusions This contract supports tasks listed in the 2022-2026 Strategic Plan. The Engineering Division notes the project received one bid, and the bid is over the consultant’s construction estimate. Neiman Central Wisconsin Roofing Co, Inc. is a qualified contractor with a known track record with previous City of Janesville roofing projects (e.g., Water Utility Building, Fire Station No. 3, Janesville Transit Transfer Center, and the Senior Center). The construction industry is experiencing labor shortages, long material lead times, and material prices are fluctuating monthly. If the City were to rebid this project, there is a risk of receiving higher bid prices given the ever-changing market conditions.
