Strategic Goal - Infrastructure This contract supports the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary The City opened bid(s) for C2022-14 Sanitary and Storm Sewer Lining on October 26, 2022. City Recommendation The City recommends awarding contract C2022-14 Sanitary and Storm Sewer Lining while expressing the intent to use the funding sources outlined in the memo. Suggested Motion
I move to award contract C2022-14 Sanitary and Storm Sewer Lining. Background The City administers a sanitary and storm sewer lining contract as part of its annual sewer lining program. The City’s lining program extends the lifespan of its sewers and mitigates the amount
of inflow & infiltration entering its sewer systems. Contract C2022-14 includes the lining of approximately 26,100 LF of sanitary sewer and 6,500 LF of storm sewer throughout the City. The pipe diameters to be lined range from 8 inches to 18 inches.
Options
• Approve City recommendation to award contract C2022-14.
• Refer back to staff with guidance on how the Council wishes to proceed.
• Do not take action on the contracts as recommended by staff.
Analysis The City advertised the project for bids on October 3, 2022, and October 10, 2022 and bids were opened on October 26, 2022. There were five (5) qualified plan holders.
Staff received four (4) bids with Visu-Sewer, Inc. providing the lowest bid. The contract estimate was $1,236,878. The Engineering Division is recommending award of this contract to Visu-Sewer, Inc. of Pewaukee, WI for a total bid amount of $1,327,411.50.

Conclusions
This contract supports tasks listed in the 2022-2026 Strategic Plan. The engineer’s estimate was based on historical cost data from previous lining contracts with an estimated inflation rate. The bid results are above the engineer’s estimate; however, the bid results are a true representation
of the current market costs. The City has the funding to complete this work and recommends awarding this contract.
