May 23, 2022 TO: City Council FROM: Brad Reents, Assistant City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule D - 2022: C2022-9 Traxler Park Roadway Improvements C2022-12 Metropolitan Area Network Phase 6 Relates to Strategic Plan
Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2022-9 Traxler Park Roadway Improvements, C2022-11 Arbor Ridge Lift Station, and
C2022-12 Metropolitan Area Network Phase 6 were opened on May 4, 2022. Based on a change in project schedules, there was no C2022-10 contract bid. Contract C2022-11, Arbor Ridge Lift Station will return to the Council at a future meeting along with an MOU for the project so no action is recommended on contract C2022-11 at this time. City Recommendation
The City recommends awarding contracts C2022-9 Traxler Park Roadway Improvements and C2022-12 Metropolitan Area Network Phase 6 as well as expressing the intent to borrow funds as outlined in the memo. Suggested Motion

Background C2022-9 Traxler Park Roadway Improvements – For furnishing all the labor, materials, equipment, and doing all the work necessary for the construction and completion of approximately
3,400 S.Y. asphalt pulverizing; 4,000 S.Y. asphalt milling; 700 C.Y. unclassified excavation; 2,100 TON aggregate base; 330 L.F. PVC storm sewer with structures; 1,500 L.F. concrete curb and gutter; 1,900 TONS asphalt paving; 1,000 S.F. concrete sidewalk; 4,000 L.F. acrylic pavement
markings; 350 L.F. of electrical conduit; 1,100 L.F. of electrical wire; 2 aluminum street light poles, screw in bases, mast arms, fixtures; 1,200 S.Y. lawn restoration; and miscellaneous construction items.
There were two (2) qualified plan holders. The contract estimate was $338,731.00. Staff received two (2) bids with Rock Road Companies, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Rock Road Companies, Inc., Janesville, WI for a total bid amount of $340,101.23.

C2022-12 Metropolitan Area Network Phase 6 – For furnishing all the labor, materials, equipment, and doing all the work necessary for the extension of the City’s fiber optic network to connect two municipal facilities. Project consisting of the following approximate quantities: 31,000 L.F. of 2” dia. SDR11 duct installation with fiber, 22 Handholes, interior work, 24 Indoor & 828 Outdoor Splices and Power Meter & Light Source/OTDR Bi-directional testing. There were eight (8) qualified plan holders. The contract base estimate was $746,743.75. Staff received five (5) bids with CableCom providing the lowest bid. The Engineering Division is
recommending award of this contract to CableCom, Glendale, WI for the base bid amount plus alternate in the amount of $518,759.85. The alternate bid item is for connecting the fiber at the Rock County complex at USH 14 / USH 51.
