Bid Schedule F Award Memo1 ENGINEERING DIVISION MEMORANDUM January 10, 2022 TO: City Council FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “F” - 2021: C2021-15 Utility Structure Rehabilitation and Replacement C2021-16 Transit Transfer Center Rehabilitation C2021-17 LFG Treatment & Control System Improvements Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2021-15 Utility Structure Rehabilitation and Replacement, C2021-16 Transit Transfer Center Rehabilitation, and C2021-17 LFG Treatment and Control System Improvements were opened on December 8, 2021. City Recommendation The City recommends awarding contracts C2021-15 Utility Structure Rehabilitation and Replacement, C2021-16 Transit Transfer Center Rehabilitation, and C2021-17 LFG Treatment and Control System Improvements as well as expressing the intent to borrow funds as outlined in the memo. Background C2021-15 Utility Structure Rehabilitation and Replacement – For furnishing all the labor, materials, equipment, and doing all the work necessary for replacement and/or rehabilitation of sanitary, storm, and water structures. The work will include replacement of approximately of 1 sanitary structure, 32 storm structures, 111 storm inlets and 18 water structures and rehabilitation of approximately of 131 sanitary structures, 42 storm structures, 15 storm inlets and 31 water structures. The work under this contract is associated with the City’s 2022 Street Rehabilitation Contract. 2 There were five (5) qualified plan holders. The contract estimate was $1,335,890.00. Staff received two (2) bids with Bjoin Limestone Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Bjoin Limestone Inc., Janesville, WI for a total bid amount of $1,382,628.00. Bjoin Limestone Inc. 7308 W. The rehabilitation includes miscellaneous demolition; excavation, cast-in-place concrete, reinforced concrete, precast concrete planks, masonry, aluminum doors/ windows, finish carpentry, general construction, two new restrooms, painting, tile work, walk-off carpet tile, metals work; roof replacement (EPDM & Shingle), doors and frames, cabinetry/ countertops, curb and gutter, sidewalks, pavement, plumbing, mechanical, electrical/ technology and other trades. There were six (6) qualified plan holders. The contract base estimate from the consultant was $930,000.00. Staff received three (3) bids with Gilbank Construction Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Gilbank Construction Inc., Clinton, WI for a total base bid plus alternate 2 in the amount of $1,278,500.00. Alternate bid item 1 adds perimeter site concrete pavement and C&G repair. Alternate bid item 2 replaces exterior lobby doors, frames and access controls. Alternate bid item 3 installs stone coated metal shingles in lieu of asphalt shingles. There were four (4) qualified plan holders. The contract estimate was $193,280.00. Staff opened one (1) bid from Landfill Drilling & Piping, Inc. The Engineering Division is recommending award of this contract to Landfill Drilling & Piping, Inc., Sun Prairie, WI, for a total bid amount of $155,110.00.
