This contract supports the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2021-13 Goex Rail Spur were opened on May 5, 2021. Goex requested these improvements and the City will be receiving a TEA grant from the Wisconsin Department of
Transportation. The City of Janesville will be the local project sponsor and Goex will be paying the 50% local match for the grant. City Recommendation The City recommends awarding contract C2021-13 Goex Rail Spur which will be funded by Goex and a TEA grant. Suggested Motion I move to award contract C2021-13 Goex Rail Spur, as outlined in the memo. Background
C2021-13 Goex Rail Spur – For furnishing all the labor, materials, equipment, and doing all the work necessary for installation of approximately 660 L.F. of new rail track and realignment of an additional 431 track feet of existing track, all associated grading, track materials, and
incidentals. There were five (5) qualified plan holders. The contract estimate was $349,545.00. Staff
received three (3) bids with Volkmann Railroad Builders, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Volkmann Railroad Builders, Inc.of Menomonee Falls, WI for a total bid amount of $298,270.00.

Goex is funding all costs associated with the project. There is no City financing required to support the project. Goex has a signed development agreement with the City’s Economic Development Office to outline terms of the project. Goex has deposited $328,000 with the City.
