Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2021-5 WWTP Headworks Project, C2021-10 Chip Sealing, C2021-11 Metropolitan Area Network Phase 5 and C2021-12 Subdivision Construction were opened on March 24, 2021. City Recommendation The City recommends awarding contracts C2021-5 WWTP Headworks Project, C2021-10 Chip
Sealing, C2021-11 Metropolitan Area Network Phase 5 and C2021-12 Subdivision Construction as well as expressing the intent to borrow funds as outlined in the memo. Background C2021-5 WWTP Headworks Project – For furnishing all the labor, materials, equipment, and doing all the work necessary for the following major components: replacement of the existing
mechanical screens with two new screens, installation of two new screening wash presses, installation of two new vortex grit removal systems in the footprint of the existing aerated grit tanks, construction of a new Grit Pump Room to be located in the portion of the existing aerated
grit tank not occupied by the new vortex grit tanks, installation of two flooded-suction grit slurry pumps in the Grit Pump Room, installation of one grit washer and one grit classifier to replace the existing single grit washer, replacement of the existing two conveyor systems with a
common conveyor for both screenings and grit, addition of new heating, ventilation and air condition (HVAC) equipment, and addition of new electrical equipment (such as Motor Control Center [MCC], Supervisory Control Center [SCC], instrumentation, and supervisory control data acquisition [SCADA] system modifications, etc.) Associated with the new Equipment.

There were six (6) qualified plan holders. The contract estimate was $4.1M. Staff received three (3) bids with C.D. Smith Construction providing the lowest bid. The Engineering Division is
recommending award of this contract to C.D. Smith Construction of Fond du Lac, WI for a total bid amount of $3,887,000.00.

C2021-10 Chip Sealing – For furnishing all the labor, materials, equipment, and completing all work necessary for providing approximately 38,500 SY of chip seal application, 23,000 LF of pavement markings, inlet protection, traffic control, and all other necessary incidental construction to complete the work as specified. There were two (2) qualified plan holders. The contract estimate was $136,378.84. Staff received two (2) bids with Scott Construction, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to Scott Construction, Inc. of Lake Delton, WI for a total bid amount of $105,225.16. The 2021 contract chip sealing includes: Pontiac from E. Milwaukee to Lucerne and Oakhill from
Conde to State. Due to good prices this year, the City will be extending the bike lanes on Pontiac from Lucerne to Holiday under existing unit prices.
In addition to chip sealing of street surfaces, the City has been initiating a successful preventative maintenance program for bridge decks in the recent past. Sealing bridge decks with a polymer overlay is a maintenance item not requiring a public bid. The recent completion
of the Milwaukee Street bridge deck and sidewalks by DOT is exhibiting cracking that would benefit from a polymer overlay. The City thought it would be an appropriate time to coordinate this effort given the W. Milwaukee Street reconstruction project is underway and already impacting downtown traffic patterns. The City seeks to borrow $50,000 in the 2021 note for this

purpose and with this borrowing the street program will be approximately $850,000 under the anticipated budget.

C2021-11 Metropolitan Area Network Phase 5 – For furnishing the labor, materials, equipment and doing all the work necessary for the extension of the City’s fiber optic network to connect
three municipal facilities – Fire Station #3, Oakhill Cemetery, and Riverside Golf Course Club House. The project consists of the following approximate quantities: 20,000 L.F. of 2” diameter SDR11 duct installation, 15 Handholes, 30 L.F. of 1 ¼” diameter orange corrugated innerduct
installation, Indoor & Outdoor Splices and Power Meter & Light Source/OTDR Bi-directional testing. There were nine (9) qualified plan holders. The contract estimate was $466,598.82. Staff received nine (9) bids with KS Energy Services, LLC providing the lowest bid. C2021-12 Subdivision Construction – For furnishing all the labor, materials, equipment, and doing all the work necessary for approximately 375 LF of new street and utilities on Windmill Lane as associated with the Prairie Wood Estates, 9th Edition Plat. More specifically, work includes earthwork, sanitary sewer, water main, storm sewer, crushed aggregate base course, curb and gutter, sidewalk, asphalt pavement, and associated restoration. There were four (4) qualified plan holders. The contract estimate was $220,704.00. Staff received three (3) bids with R.T. Fox Contractors, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to R.T. Fox Contractors Inc. of Edgerton, WI for a total bid amount of $170,840.00.
The developer deposited the necessary funds with the City to pay for the construction costs, construction contingency and engineering fees. Whatever portion of the construction

contingency remains at the project completion will be refunded to the developer. The Engineering fees are fixed costs. There are no City funds required to support this project.
