Relates to Strategic Plan Strategic Goal - Infrastructure These contracts support the City’s efforts to maintain existing infrastructure and continue to provide municipal services. Executive Summary Bids for C2021-4 Landfill Phase 4 Gas System, C2021-6 Water & Sewer System Improvements II, C2021-7 Street Rehabilitation, C2021-8 Main Street Rehabilitation and C2021-9 Public Lead Service Replacements were opened on March 3, 2021. Contract C2021-5 WWTP Headworks Project was moved to Bid Schedule C at the request of Utility Director Dave Botts. City Recommendation The City recommends awarding contracts C2021-4 Landfill Phase 4 Gas System, C2021-6 Water & Sewer System Improvements II, C2021-7 Street Rehabilitation, C2021-8 Main Street Rehabilitation and C2021-9 Public Lead Service Replacements as well as expressing the intent to borrow funds as outlined in the memo. Background C2021-4 Landfill Phase 4 Gas System – For furnishing all the labor, materials, equipment, and
doing all the work necessary for construction of a landfill gas system to include: gas well installation, gas header and laterals, gas well heads, valve and control assemblies, well repairs and abandonment, leachate cleanout modification, site restoration, and incidentals for Landfill
Phase 4 Gas System Improvements. There were six (6) qualified plan holders. The contract estimate was $210,300.00. Staff received one (1) bid with Landfill Drilling & Piping, Inc. providing the lowest bid. The Engineering Division

is recommending award of this contract to Landfill Drilling & Piping, Inc. of Sun Prairie, WI for a total bid amount of $170,036.50.

equipment, and doing all the work necessary for the construction of the following approximate quantities: 6,750 LF of 6”-8” replacement water main; reconnection, replacement, or abandonment of 95 water services; 350 LF of new 8” water main; 690 LF of new 8” sanitary sewer; 610 LF of new 12” storm sewer; replacement or rehabilitation of 50 sanitary structures, water valve structures, storm structures, and storm inlets; and associated street and non-paved surface restoration. There were five (5) qualified plan holders. The contract estimate was $1,810,461.00. Staff received three (3) bids with R.T. Fox Contractors, Inc. providing the lowest bid. The Engineering Division is recommending award of this contract to R.T. Fox Contractors, Inc. of Edgerton, WI for a total bid amount of $1,507,207.70.

pavement markings; and miscellaneous construction items. There were four (4) qualified plan holders. The contract estimate was $4,383,689.40. Main St., from St. Lawrence to E. Racine St., and safety improvements on E. Racine St., from Forest Park Blvd to Randall Ave including approximately
8,400 S.F. concrete sidewalk and driveway removal and replacement; 5,300 S.F. colored concrete; 1 L.S. concrete pedestrian island, 3,700 L.F. concrete curb and gutter removal and replacement, 500 C.Y. unclassified excavation; 3,200 TONS aggregate base; 1,520 TONS asphalt paving, 7,600 S.Y. milling; 39 decorative street lights and concrete bases; 3,250 L.F. PVC conduit; 24,400 L.F. electrical wire; 1,940 L.F. water main replacement; 30 water service reconnections, replacements or abandonments; 470 L.F. storm sewer replacement; 35 utility structure replacements, removals, rehabilitations or installations; 4,300 L.F. pavement marking removals; 13,800 L.F. epoxy pavement markings; and 820 S.Y. grass restoration.

C2021-9 Public Lead Service Replacement – For furnishing all the labor, materials, equipment, and doing all the work necessary for the replacement of approximately 125 public side lead
water services in locations throughout the City which includes associated traffic control, street restoration, and terrace restoration.
There were eight (8) qualified plan holders. The contract estimate was $902,720.00. Staff received five (5) bids with E&N Hughes Co., Inc. providing the lowest bid.
