ADVERTISEMENT FOR BIDS
PUBLIC WORKS BID SCHEDULE “F” – 2021
The City of Janesville, Wisconsin hereby gives notice that it will receive electronic bids for the
following listed Public Work:
C2021-15 Utility Structure Rehabilitation and Replacement – For furnishing all the labor,
materials, equipment, and doing all the work necessary for replacement and/or
rehabilitation of sanitary, storm, and water structures. The work will include
replacement of approximately of 1 sanitary structure, 32 storm structures, 111
storm inlets and 18 water structures and rehabilitation of approximately of 131
sanitary structures, 42 storm structures, 15 storm inlets and 31 water structures.
The work under this contract is associated with the City’s 2022 Street Rehabilitation
Contract. All structure replacement-rehabilitation must be completed in a timely
manner in advance of the street rehabilitation. Quest Project Number 8071030.
C2021-16 Transit Transfer Center Rehabilitation – For furnishing all the labor, materials,
equipment, and doing all the work necessary for the professional construction and
completion of the City of Janesville, Transit Transfer Center Rehabilitation located
at 123 South River Street, Janesville, WI 53545. The Base Bid shall be lump sum and
will involve a small addition for two new toilet rooms and new mechanical/ janitorial
space as well as renovations of the existing facility. Work will include items such as:
Miscellaneous demolition; excavation, cast-in-place concrete, reinforced concrete,
precast concrete planks, masonry, aluminum doors/ windows, finish carpentry,
general construction, painting, tile work, walk-off carpet tile, metals work; roof
replacement (EPDM & Shingle), doors and frames, cabinetry/ countertops, curb and
gutter, sidewalks, pavement, plumbing, mechanical, electrical/ technology and
other trades. Additionally, there are a few Alternate Bid items which are being
sought. This project will be funded using federal Coronavirus Aid, Relief, and
Economic Security (CARES) Act funds. Federal Davis-Bacon Act Wage Decisions
apply to this project. In addition to the DWD certified monthly payroll requests, the
FTA requires the contractor to submit weekly payrolls. The City of Janesville
requires the contractor to submit those weekly payrolls to the City for transmission
to the FTA. The payrolls submitted shall set out accurately and completely all of the
information required to be maintained under section 5.5(a)(3)(i) of Regulations, 29
CFR part 5. Optional Form WH-347 is available for this purpose and may be
purchased from the Superintendent of Documents (Federal Stock Number 029-005-
00014-1), U.S. Government Printing Office, Washington, DC 20402. The prime

contractor is responsible for the submission of copies of payrolls by all
subcontractors. No bidder on this contract may withdraw their bid within 90 days
after the actual date of the bid opening. Quest Project Number 8071057.
C2021-17 Landfill Gas Treatment & Control System Improvements – For furnishing all
the labor, materials, equipment, and doing all the work necessary for modification
of the landfill gas treatment and control system to include: installation of gas valves,
installation of landfill gas knockout pot, installation of straw drain, installation of
associated piping and appurtenances for knockout pot, installation of new flow
meter, and incidentals shown on the plans and specified herein for Landfill Gas
Treatment and Control System construction. Quest Project Number 8071058.
Confidential bids will be received until 2:00 P.M. LOCAL TIME ON WEDNESDAY, THE 8th DAY OF
DECEMBER, 2021. All bids shall be submitted electronically through QuestCDN vBid Online
Bidding ONLY -- the online bid portal will be open for vBid by December 3rd, 2021. No paper bids
will be accepted. All bidders shall bid in accordance with contract document’s Section 2
‘Information to Bidders’. The above Public Work will be let to the lowest responsible bidder and
must be performed in accordance with the plans, specifications, and contracts on file with the
City Clerk. The determination of the lowest responsible and best bid will be decided by the City
Engineer, subject to review by the City Council. The Council reserves the right to reject any and
all bids.
No bid will be considered unless accompanied by a certified check equal to 10 percent of the bid
or a bid bond in equal amount, payable to the City as guaranty that if the bid is accepted, the
bidder will execute and file the proper contract and performance bond within ten days from the
date the lowest responsible bidder's bid is accepted. In case the bidder fails to execute such
contract and performance bond within the time set by the City, the check or bid bond shall be
forfeited to the City as liquidated damages.

No bidder may withdraw their bid within 45 days after the actual date of the bid opening, unless
stated otherwise above.
