Bid Schedule F Award Memo1 ENGINEERING MEMORANDUM October 24, 2016 TO: City Council FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “F” - 2016: C2016-18 Sewer Lining & Point Repairs C2016-19 City Hall Elevator Modernization C2016-20 Parking Plaza Demolition Relates to Strategic Plan Strategic Goal - Infrastructure These contracts either support the City’s efforts to maintain existing infrastructure and/or implement the ARISE plan. Executive Summary Bids for C2016-18 Sewer Llining & Point Repairs, C2016-19 City Hall Elevator Modernization and C2016-20 Parking Plaza Demolition - were opened on Wednesday, October 5, 2016. Each low bid was found to be responsive and acceptable. City Recommendation The City’s recommended course of action is to award contracts C2016-18 Sewer Llining & Point Repairs, C2016-19 City Hall Elevator Modernization and C2016-20 Parking Plaza Demolition to the low bidders and express the intent to borrow funds as outlined in the memo. Suggested Motion I move to award contract C2016-18 Sewer Llining & Point Repairs, C2016-19 City Hall Elevator Modernization and C2016-20 Parking Plaza Demolition to the low bidders as described in the memo and to express the intent to include necessary funding in the 2017 Note Issue. Background C2016-18 Sewer Lining & Point Repairs – Includes doing all the work necessary for the trenchless lining repair (cured-in-place lining method) and selective point joint grouting of approximately 24,000 L.F. of 8”-12” diameter sanitary and storm sewer, and approximately five 8”-21” diameter point repairs of varying lengths under existing paved streets. There were six (6) prequalified plan holders. The contract estimate was $1,100,000. We opened 4 (four) bids for this project, with Visu-Sewer Clean & Seal providing the low bid. The Engineering Division is recommending award of this contract to Visu-Sewer Clean & Seal for a 2 total bid amount of $1,114,468.90. Part A of the contract is for lining of sanitary sewers and storm sewers. Part B of the contract is for point repairs of sanitary sewers. Work on the elevators includes traction machines, operation and motion control, door operator equipment, hoistway door panels, signal fixtures, and car enclosure renovations. Work also includes, but is not limited to, replacement of the elevator pit sump pump; replacement of existing lighting at the basement landing; electrical feeder run from the basement to penthouse for existing HVAC panel; installation of wall access panels on three (3) floor levels; power to elevator control panel; phone line connection to elevator control panel; power and lighting replacement in the elevator pit and elevator equipment room; partial fire alarm system solely serving the elevators; replacement of elevator equipment room and penthouse roof access doors, frames, hardware; metal stud framed, rubber membrane covered insulated access enclosure above the mechanical chase on the roof with interior floor; removal of existing HVAC exhaust fan and intake louver and split system A/C unit in the elevator equipment room; and coordination with Owner’s Access Control contractor for equipment installation. There were three (3) prequalified plan holders. The consultant contract estimate was $500,000. We opened two (2) bids for this project, with Magill Construction providing the low bid. The 3 Engineering Division is recommending award of this contract to Magill Construction, Elkhorn, WI for a total bid amount of $569,908.00. There were nine (9) prequalified plan holders. The consultant contract estimate was $2,000,000. We opened three (3) bids for this project, with Terra Engineering & Construction providing the low bid. The Engineering Division is recommending award of this contract to Terra Engineering & Construction, Madison, WI for a total bid plus “Alternate A” amount of $819,100.00. Alternate A consists of cleaning, stripping stain, cleaning, and sealing the parapets on the Racine Street bridge over the Rock River.
