FROM: Mike Payne, City Engineer SUBJECT: Consideration and action to award contract for Bid Schedule “E” - 2016: C2016-16 Ground Monument Sign Construction C2016-17 Milwaukee Street Two-Way Conversion Relates to Strategic Plan Strategic Goal - Downtown
This contract supports the City’s efforts to implement the ARISE plan. Executive Summary
These projects are located in the greater downtown area. The ground monument sign will be located at the tip of the new Central Fire Station site, located at the southwest corner of Cetnerway and Milton Avenue. The Milwaukee Street two-way conversion concept was
approved by Council March 14, 2016 between Locust Street and Atwood Avenue. Bids for C2016-16 Ground Monument Sign Construction and C2016-17 Milwaukee Street Two-Way Conversion - were opened on Wednesday, July 6, 2016. The low bids were found to be responsive and acceptable. City Recommendation
The City’s recommended course of action is to award contract C2016-16 Ground Monument Sign Construction and C2016-17 Milwaukee Street Two-Way Conversion to the low bidders and use the existing TIF 33 account balance to fund both projects. Milwaukee Street Two-Way Conversion to the low bidders as described in the memo and to use existing TIF 33 funds to pay for the anticipated $291,500 project costs. Background C2016-16 Ground Monument Sign Construction – Includes construction of a ground monument sign of approximately 125 square feet consisting of a cast-in-place concrete footing and
foundation; precast stone veneer; brick masonry; cut-out metal lettering; and incidental construction.

There were five (5) prequalified plan holders. The consultant contract estimate was $36,200.
We opened three (3) bids for this project, with Gilbank Construction Co. providing the low bid. The Engineering Division is recommending award of this contract to Gilbank Construction Co., Clinton, WI for a total bid amount of $34,200.00. The bid received is shown below:

C2016-17 Milwaukee Street Two-Way Conversion – Includes doing all the work necessary to convert a 10 block section of a three lane, one-way roadway segment to a two-way roadway segment with one lane in each direction with opposing left turn lanes including; temporary traffic
control, approximately 3,300 linear feet of pavement marking removal, 6,400 linear feet of new pavement markings, removal and salvage of various traffic signs, installation of new traffic signs and posts, installation of new and salvaged traffic signal equipment to modify five existing
signalized intersections from one-way traffic to two-way traffic, and incidental construction. Director of Public Works, Paul Woodard, obtained Council approval for this project on February
8, 2016. At that time, the estimated total project cost for this work was $350,000. Staff became aware of a significant amount of slavaged traffic signal equipment that would be available from the Milton Avenue corridor where DOT has contracted for select new traffic signal equipment on the DOT resurfacing project, between Centerway and Kennedy Road. The two-way conversion project incorporates salvaged traffic signal equipment from Milton Avenue which reduced the project costs. There were three (3) prequalified plan holders. The contract estimate was $190,000. We opened two (2) bids for this project, with Pieper Line d/b/a MP Systems providing the low bid. The Engineering Division is recommending award of this contract to Pieper Line d/b/a MP Systems, New Berlin, WI for a total bid amount of $176,619.55.

• The Council could choose not to award one or both contracts. Analysis At the February 8th, 2016 meeting, the City Council approved holding two community engagement forums to obtain public input on advancing the conversion of Milwaukee Street to two-way traffic from Locust Street to Atwood Avenue. On February 23rd and March 2nd, community engagement forums were held at City Hall. Both forums were well attended with residents providing both verbal and written comments. The option to provide input through Facebook and Twitter was also offered. Subsequently at their March 14th meeting, the City Council unanimously passed converting Milwaukee Street from Atwood Avenue to Locust Street from one-way to two-way traffic. Conclusions
